This Opportunity:
Palladium is seeking a Director of Monitoring, Evaluation, and Learning for an upcoming Colombia Productive Nature Activity (PNA) funded by USAID. The purpose of the PNA Activity is to improve human wellbeing and biodiversity conservation by engaging key stakeholders, particularly the private sector, in the implementation of nature-based solutions that preserve ecosystems and ecosystem services.

The Director of MEL will be responsible for designing and operationalizing a monitoring, evaluation, and learning framework, managing information flows, maintaining data validity, ensuring compliance of monitoring and evaluation activities, integrating collaborating, learning, and adapting (CLA) into all aspects of implementation, and reporting out to stakeholders. This individual will be also responsible for the learning and knowledge management aspect of the Activity, including leading the development and implementation of the collaborating, learning and adapting agenda, engaging technical, management and operational staff, USAID and other stakeholders throughout the process managing adaptively.

The Colombia Productive Nature Activity is an anticipated project, and this position is contingent upon award from USAID.

Duration: 5 years

Location: This position will be based in Colombia with the need to travel to project areas throughout the year.

Reporting and Supervision:
The Director of MEL will report to the Chief of Party and will be based in Bogotá.

Primary Duties and Responsibilities:
Development and implementation of the PNA MEL strategy.
Lead development of the PNA Monitoring, Evaluation and Learning plan based on the PNA project strategy
Lead development of PNA MEL standards, policies, and structure for managing MEL across PNA core funding and buy-ins
Participate in PNA senior management team, ensuring that MEL plays a critical role in all project planning and execution
Lead development and management of systems to aggregate and visualize program data, including dashboards and GIS, to facilitate data use including analysis for learning and adaptive program management
Collaborate with the Communications team to support cross project collaboration and learning with other stakeholders
Collaborate with the Communications team to develop and address learning agendas
Prepare quarterly and annual MEL reports
Other duties as assigned.
Key Competencies Required:
At least ten (10) years of experience monitoring and evaluating complex environmental programs, including data analysis, interpretation, knowledge management, and designing and utilizing monitoring and evaluation tools and systems.
Proven experience in computer knowledge on database software, including MS Excel, SPSS, and GIS.
Demonstrable experience leading and managing teams of M&E Specialists, across multiple project offices
Full professional proficiency in English and Spanish is required.
Professional level of oral and written fluency in English and Spanish.
Professional Expertise/Competencies Preferred:
Previous work experience with USAID in Colombia strongly preferred;
Existing relationships with Colombian stakeholders a plus.
