Project Overview and Responsibilities:
Palladium International, LLC is seeking a Director of Finance Administration (FSA) for a potential upcoming Education Systems Strengthening Activity (ESSA) project in Liberia. The FSA will provide overall management of project finances, operations, administration, logistics, procurement, and budgeting for the project, with the goal of ensuring that the program is implemented in accordance with USAID and Palladium rules, regulations and procedures. Supervision responsibilities will range in scope from daily oversight of various aspects of project operations, including procurements and budgeting to working with senior technical leadership to ensure that the project has effective systems in place to facilitate timely and responsive management of multiple concurrent activities. This is a full-time position based in Monrovia, Liberia
Financial Management
Ensure ongoing adherence to Palladium’s finance and accounting procedures
Manage budgeting for project implementation while tracking expenditures and review monthly field cash requests and budget reports
Oversee grants and subcontracts procurement, execution, and compliance practices.
Recruit, onboard, and provide continuing support to field office finance staff
Produce monthly revenue forecasts with input from the Chief of Party and Palladium Project Director.
Oversee management of the project’s foreign bank accounts according to company policies and procedures
Review the project’s client invoices for accuracy and compliance with USAID cost principles and allowability guidelines.
Conduct spot checks, coordinate internal project audits, and support external project audits as required
Provide timely and accurate financial reports to clients and home office
Personnel Management
Work with Palladium Talent Management team to ensure appropriate staffing and training for all ESSA activities
Manage the project’s performance appraisals systems and ensure adherence with local compensation plans
Negotiate daily rates with short-term international consultants and prepare biodata verification and justifications
Coordinate and execute employment contracts and modifications for project field staff and international consultants, in coordination with Project Delivery team members
Maintain individual records with contracts, detailed scopes of work, deliverables, salary histories, etc. for all consultants
Key Competencies Required:
Extensive experience in accounting, business, finance or related area.
Progressive financial management experience and experience in the implementation and management of international donor- (including USAID-) funded projects.
Certifications or fluency in QuickBooks or other accounting systems are preferred.
Proven experience managing procurements, compliance systems, and regular financial reporting under USAID contracts.
Experience with human resource management issues and an understanding or Liberian employment guidelines
Demonstrated experience with grants program management
Proactive problem-solving, decision-making and good judgment skills
Ability to communicate effectively with managers, colleagues, partners, and client across a variety of settings.
Demonstrated experience managing a financial management, providing guidance and support along with mentoring as needed.
