Position Summary and Responsibilities:
Palladium International, LLC is seeking a Director of Monitoring, Evaluation and Learning (MEL) for a potential upcoming Education Systems Strengthening (ESSA) project in Liberia. The MEL Director must have the proven leadership skills, depth, data management and analysis expertise, research and assessment competencies and capacity building skills. This is a full-time position based in Monrovia, Liberia.
The Director of Monitoring and Evaluation will lead the development and management of monitoring, evaluation, and learning for the project.
Lead implementation of Education Management Information System (EMIS) focused activities including collaboratively working with all levels of the MOE to design a useable, context appropriate EMIS system.
Support project activities focused on strengthening data collection and management capacity of MOE at the central, county and district levels.
Develop, design and manage project systems to track program progress against indicators; collect and verify information and maintain performance monitoring plans, reports, work plans, and monthly reports
Oversee relevant studies and assessments
Review project implementation activities to assess results and impact
Gather and evaluate project data and information and accurately present project progress and results in all USAID reporting and tracking tools
Manage and mentor a team of technical and other staff and ensure effective communication and coordination with and between team members.
Key Competencies Required:
Experience in Monitoring and Evaluation, Statistics, Economics, or related area
Demonstrated expertise in data collection systems and knowledge of methods for data analysis
Proven experience in gathering, organizing and analyzing large amounts of data as well as ability to design manageable, transparent M&E systems that report progress against indicators.
Demonstrated hands-on practical experience setting up and managing MEL systems for USAID programs and ability to coach and train others in their use
Written and oral proficiency in English
Experience working in the education sector is preferred
Demonstrated understanding of USAID regulations, M&E reporting requirements and demonstrated experience with USG and/or other best practices and regulations in MEL
Experience in knowledge management and dissemination of research findings
