Job Description
Background
Panagora Group, a small business specializing in monitoring, evaluation, and learning, global health, and international development, seeks an experienced Team Leader to join USAID’s CLaimDev team in its support for the USAID/Philippines Office of Health (OH). This is a long-term position based in Manila, the Philippines, and is expected to start in the second quarter of 2022.
Duties and Responsibilities
Leads and coordinates a team of 10 staff to design and deliver all monitoring and evaluation/collaborating, learning, and adapting (M&E/CLA) activities and services, which support the OH and its implementing partners.
Maintains high-quality standards for all deliverables, including all reports of the Task Order related to the USAID/Philippines Health Project.
Coordinates, reviews, and finalizes technical and progress reports, and ensures the quality, integrity, and timeliness of these reports, presentations, and other technical deliverables.
Reports to the chief of party (COP) and ensures coordination of activities for CLAimDev’s Task Order for the OH with general CLAimDev activities.
In the absence of the COP, represents CLAimDev in OH COP meetings and M&E/CLA-related OH meetings.
Requirements
A master’s degree or higher in public health, international development, or a related field
At least 15 years of experience in international development, with at least 10 years of technical experience in M&E and CLA, and preferably with a strong understanding of USAID Automated Directives System requirements, the Program Cycle, USAID’s Evaluation Policy, USAID/Philippines’ Country Development Cooperation Strategy, and other significant Agency initiatives.
Demonstrated leadership, knowledge management, and health policy experience.
Demonstrated expertise in developing innovative approaches to learning and disseminating best practices, data collection, and research capacity development.
At least five years of managing large and complex projects/programs at the director level, preferably with USAID projects or with other international donors; COP or deputy COP experience of similar MEL platforms preferred.
Experience interacting with senior U.S. government officials, UN agencies, regional institutions, national governments, local organizations, and partners required; experience interacting with host governments and their officials preferred.
Experience recruiting and successfully managing consultants and ensuring the quality of their products; experience managing multicultural and diverse teams.
Strong written and oral communication skills.
Fluency in written and spoken English.

Indicator development and performance monitoring
Third-party monitoring
Qualitative and/or quantitative evaluation methods
Data quality assessments
Training/capacity building
Performance management planning
Geo spatial analysis
Data visualization
Collaborating, learning, and adapting
Knowledge management and communications
