Overview:
URC is searching for an experienced Human Resources (HR) Officer for the USAID BARMMHealth project in Philippines. BARMMHealth is a five-year project to bolster the capacity of the Ministry of Health- Bangsamoro Autonomous Region in Muslim Mindanao (MOH-BARMM) in facilitating local health solutions in family planning, adolescent and youth reproductive health, and maternal and child health, towards self-reliance and sustainability.
The project works on three objectives: Improve social norms and strengthened healthy behaviors among underserved adolescents, youth, women and men, fortify quality of family planning and maternal and child health service, and bolster key public health policies and systems needed to support behaviors and services for maternal and child health.
Responsibilities:
The HR Officer is responsible for managing the human resource function. S/he will be responsible for managing staff contracts, benefits, and payroll in compliance with USAID and URC regulations, and provide support on employee relations functions.
Specific responsibilities include the following: Management Support
Advises and support senior management decision-making on matters of recruitment, staffing, and performance management by ensuring HR decisions are implemented in a consistent and transparent manner;
Develops HR planning strategies with line managers, taking into consideration immediate and long-term staff requirements in terms of number and skill-level;
Provides counseling on USAID and URC policies and procedures;
Supports the management on disciplinary and grievance issues.
Recruitment and Selection
Leads end-to-end recruitment cycle;
Proactively participates in preparing job descriptions or scopes of work in collaboration with the requesting manager/unit;
Leads the selection and recruitment process of local staff and consultants;
Advertises open positions as appropriate by identifying relevant advertising forums;
Prepares staff contracts and timely contract extensions in line with HR policies and local labor law.
Employee Separation
Ensures resignation letters are received for employees who intend to leave;
Ensures that separating employees take exit interviews and follow all necessary clearance protocols, including those relating to equipment and documents retrieval, final payments, and closure of personnel files;
Shares exit interview reports with management in confidentiality.
Onboarding and Training
Leads systematic onboarding for all new employees of the project;
Provides orientation for new employees, including on URC policies, procedures and benefit programs;
Ensures that all necessary documents are properly signed and dated, including employment contract, required certifications or endorsement forms;
Ensures that all staff have participated with the donor-required e-learnings;
Coordinates with line managers to ensure all trainings undertaken are recorded and submitted for reference and certification when necessary;
Payroll and Timekeeping
Prepares payroll and tax payment, regularly liaising with the finance department to ensure records comply with national laws;
Prepares annual payroll reports, including staff gross pay history for filing of annual income tax, and disseminating to all staff;
Ensures completeness and accuracy of timesheets for payroll preparation;
Monitors leave balances and advises staff and management accordingly.
Benefits Management
Prepares and submits validated reports for payment including compensation withholding taxes, PhilHealth, Pag-Ibig, SSS and manage staff SSS and Pag-ibig loan deductions;
Monitors and collects necessary forms or data from staff to be compliant with benefits processing and for filing with government agencies such as Social Security System, Philhealth and HDMF;
Ensure enrollment of all staff and their eligible dependents with insurance (i.e., HMO and Life & Accident insurance);
Responds to queries in relation to organizational benefits and government benefits;
Ensures that employment and working conditions are in compliance with the local labor law.
Performance Management
Monitors regularization dates of probationary employees and track due dates for execution and completion of performance appraisals and alert management to any challenges or discrepancies in this regard;
Ensures that recommendations for merit increases, salary increments, and personnel movements are captured in a timely manner, and made in accordance with established organizational policies and procedures and local labor laws;
Records Management
Maintain an employee database;
Maintain HR documents and information with confidentiality, ensuring that all records pertaining to the HR are properly completed, updated, and stored in a secure place.
Additional and other responsibilities may include, but are not limited to:
Other tasks consistent with the nature of this position;
Attend and represent the organization at various events, seminars, and functions, as needed.
Knowledge, Skills and Abilities
Excellent communication skills, work ethic, ability to work under pressure, ability to work with people of different cultural backgrounds, and ability to develop and maintain relationships with internal and external colleagues, including geographically dispersed teams.
Qualifications:
Required Experience and Qualifications
Bachelor’s degree in human resources;
Minimum of 5 years of experience working in an NGO or business environment with demonstrated HR management experience;
Proficiency with Microsoft Office Suite, with excellent Microsoft Word and Excel skills.
