About MDF
Market Development Facility is an Australian
Government funded multi-country initiative which promotes sustainable economic
development, through higher incomes for women and men, in our partner
countries. We connect individuals, businesses, governments,
and NGOs with each other, and with markets at home and abroad. This enhances
investment and coordination and allows partnerships to flourish, strengthening inclusive
economic growth. MDF is funded by the Australian Department of Foreign Affairs
and Trade (DFAT). It is implemented by Palladium in partnership
with Swisscontact. 

Due to an internal promotion,
MDF is seeking an enthusiastic and motivated professional to support
implementation of MDF’s fast-paced HR activities. It is a varied and exciting
role, reporting directly to the HR Manager, and working across an expanding
list of countries.

Your Opportunity
Overall, the HR Officer
advises Country Teams on compliance with the MDF HR policies and processes and
provides support to the HR Manager on monitoring and control of employee
lifecycle events across the facility. The successful candidate will
support a range of employee lifecycle activities including pre-boarding and
onboarding new starters, payroll support, employee engagement data analysis,
internal communications, performance review coordination and employee L&D
tracking.

The role will involve working
on a diverse range of tasks and across a range of cultural contexts. It would
suit an emotionally intelligent candidate with excellent active listening
skills, and a willingness to learn and turn their hand to multiple topics and
tasks.

Primary Duties and Responsibilities: 

The role includes (but is not
limited to) the following areas of responsibility:

  • Develop employment contracts and contract amendments for Long-Term Advisers and Locally Engaged Staff, see them through compliance and approval processes.
  • In collaboration with the HR Manager provide first-line information and advice to Line Managers and Operations Managers about HR administration documentation requirements.
  • Ensure that all performance documentation and other communication relevant to assess the LES employee’s track record and performance are centrally archived and up to date.
  • Collect monthly training and professional development data from Line Managers and Operations Managers and maintain a central database of training program attendance of all MDF staff (including internal and external conferences, seminars, trainings, workshops, exchanges, placements, and leadership development program).
  • Review all payroll files and supporting documents received from Country Accountants in each country to monitor accuracy and report any inconsistencies to the HR Manager.
  • Support the HR Manager to analyse data and draft internal communications to build engagement, connectedness and collaboration across our multi-country program.

Requirements:

  • Experience in delivery of HR administrative support to large projects or organisations
  • Strong working knowledge of MS Office programs
  • Excellent command of both verbal and written English
  • Strong attention to detail and accuracy within all aspects of work
  • Excellent level of interpersonal skills, particularly in in a multi-cultural environment
  • High level planning, multi-tasking and time management skills
  • A high degree of personal initiative, enthusiasm for the work, strong organisational skills and the ability to work with minimum supervision
  • Tertiary studies in information management, administrative management, or human resources (or equivalent experience) desirable.
