About the Education Pathways to Peace in Mindanao (Pathways) Program

Education Pathways to Peace in Mindanao (Pathways) is a Philippines-Australia partnership supporting quality inclusive kindergarten to grade 3 education for all children in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
The program focuses on early years education as the foundation for life-long learning and development. By engaging and collaborating with a wide range of education stakeholders, promoting peace in education reform, and addressing inequity and disparity in education delivery, the program also contributes to peacebuilding in the region.
Delivered through the Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE), activities are directed towards strengthening education policies and institutions, ensuring accessible and inclusive education for all children, providing an integrated education system and curriculum, and improving teacher quality and development.
Pathways is implemented by Palladium in consortium with the Australian Council for Educational Research (ACER) and Orient Integrated Development Consultants Inc (OIDCI).
About the position
Under the direction of the Deputy Team Leader – Operations, the Human Resources & Recruitment Manager will be responsible for developing and implementing meaningful HR strategies and initiatives, bridge management and employee relations, manage the recruitment, onboarding, offboarding, and benefits of Pathways staff. The position will oversee the work of and be supported by the HR Officer and work closely with the senior management team.
Child Protection: Level 1
The responsibilities of the employee do not require working with and direct contact with children or young people.
Primary Duties and Responsibilities:
The key responsibilities of the position include, but are not limited to:
Be the first point of contact advising managers and staff on all general HR enquiries in adherence to Palladium’s policies and procedures, local legislations and best practices including counselling as needed;
In collaboration with Pathways management, develop and implement meaningful HR strategies and initiatives aligned with the overall program strategy;
Partner with management to determine employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation;
Manage efficient and effective recruitment processes from canvassing Terms of Reference, advertising, screening, conducting of interviews, due diligence checks and contract negotiations;
Develop and maintain Pathways’ pool of experts to efficiently cater to recurring recruitment needs of the program;
Manage efficient and effective staff onboarding processes including facilitation of working visa applications for international staff;
Manage the offboarding processes and provide recommendations to Pathways management on how to improve staff retention;
Oversee the administrative support provided to staff on benefits and leaves;
Support the career development of Pathways project staff;
Support the performance evaluation process including communication, tracking, and implementation of salary changes;
Ensure all project personnel files are complete and in compliance with the Pathways Operations Manual;
In consultation with the Deputy Team Leader – Operations, support the investigation and reporting of any allegations of fraud, corruption, child abuse; and other grievances;

Required Qualifications:
The ideal candidate should possess the following qualifications and experience:
Qualifications in human resources, business administration or related field;
Demonstrated strong experience in Human Resource Management role;
In-depth understanding of Philippines labour law and HR best practices;
Excellent active listening, negotiation, and presentation skills;
Competence to build and effectively manage interpersonal relationships at all levels of the company;
Excellent written and oral communication skills in English and Tagalog;
Experience with DFAT or other development agency work is an advantage;
A high level of integrity, initiative, adaptability, and ability to perform in a high-pressure environment.
