Project Overview

USAID’s ProtectHealth, based in Manila, Philippines, in collaboration with other USAID projects, supports the Government of the Philippines (GPH) to enhance access and financing to meet key HIV, tuberculosis and family planning outcomes while realizing its goal of achieving universal health care (UHC). USAID’s ProtectHealth specifically support GPH’s implementation of the UHC Law by addressing policy and institutional bottlenecks within the health financing system.

USAID’s ProtectHealth provides technical assistance to enable the GPH to rapidly and effectively enact reforms envisioned in new legislation on UHC (Republic Act 11223), which includes the implementation of a comprehensive outpatient benefit package. Specifically, USAID’s ProtectHealth builds on GPH capacity by testing the implementation of different health financing reforms in selected Local Government Units (LGUs) to generate evidence and influence policy development at the national and local level.

In this context, USAID’s ProtectHealth will support the implementation of PhilHealth’s primary care benefit package or the PhilHealth Konsulta benefit package in Cebu City, mainly focusing on provision of systems-level technical assistance for the successful implementation of the Konsulta benefit. PhilHealth Konsulta, the primary care benefit package launched in preparation for a comprehensive outpatient benefit, covers a set of primary care health services based on life stage and health risks. The technical assistance will involve facilitating the Konsulta accreditation of Cebu City Health Office, development of operational plans for the different aspects of Konsulta implementation, and an expenditure analysis that will help the Cebu City Health Department determine the amount needed for the implementation of Konsulta.

Primary Duties and Responsibilities:
This is a Cebu City-based mid-level position responsible for coordinating with the Cebu City Health Department and PhilHealth Regional Office VII to facilitate the smooth implementation of the Konsulta benefit through the Cebu City Health Office. The Konsulta Medical Field Officer will report to the Research, Monitoring, Evaluation and Learning, and Financial Analysis (RMELFA) Adviser and the Health Financing Specialist, and will receive field level guidance/supervision from the Cebu City team lead who is also the City-wide Tuberculosis Elimination Campaign (CiTEC) Field Implementation Specialist. The duties of the Konsulta Medical Field Officer will include, but are not limited to:

●Supporting the delivery of Konsulta related technical assistance in Cebu City by USAID’s ProtectHealth as part of the field team including but not limited to securing Konsulta accreditation for the Cebu City Health Office designated facilities and ensuring the enrolment of Cebu City residents in the PhilHealth membership program to facilitate residents’ eligibility to Konsulta benefits;
●Assisting the development of operational plans with respect to the different aspects of Konsulta implementation such as registration of a beneficiary to a Konsulta provider, development of a scheduling system for patients, and implementation of alternative methods of patient profiling;
●Assessing the availability of data for expenditure analysis and facilitating its collection and safekeeping;
●Ensuring that all collected soft and hard copies of data are stored and safely kept in compliance with the Data Privacy Act of 2012 and Palladium’s Data Protection and Records Management policies;
●Developing guidelines, tools, technical documents, presentations, and reports needed to facilitate the implementation of Konsulta;
●Coordinating with USAID’s ProtectHealth staff deployed in Cebu City to ensure alignment with the conduct of other ongoing technical assistance to Cebu City;
●Providing regular updates on the progress of Konsulta related technical assistance and activities, and on the status of Konsulta implementation in Cebu City;
●Collaborating with PhilHealth Regional office VII to ensure that development of operational plans are aligned with PhilHealth policies.
●Attending regular meetings with the Cebu City LGU, Cebu City Health Department, Central Visayas Center for Health Development, PhilHealth Regional Office VII, and other stakeholders to provide updates on the implementation of Konsulta;
●Collaborating with other staff in the Manila office or in the regions outside Manila, as well as Palladium Headquarters (Washington, DC) based staff on technical analysis and report writing; and
●Performing any other technical tasks related to Konsulta Monitoring and Evaluation in Cebu City, as may be directed by the RMELFA Adviser and Health Financing Specialist.

Required Qualifications:
●Degree in Medicine and has passed the Philippine Physician Licensure Examination;
●Sound written and verbal communication skills in Cebuano and English;
●Willingness to understand the PhilHealth Konsulta service delivery requirements;
●Experience working with Cebu City LGU, DOH CHD Central Visayas, or PhilHealth Regional Office VII an advantage;
●Strong organizational skills to ensure activities, schedules, and progress of work are on schedule;
●Ability to work as a part of a team when required.
