Overview:
IBTCI is seeking an experienced Learning Specialist for the USAID Office of Foreign Disaster Assistance (OFDA) and Office of Food for Peace (FFP) Somalia Monitoring and Learning Project (SMLP), based in Nairobi, Kenya. The purpose of this contract is to verify and provide independent confirmation of humanitarian aid programs in Somalia. The Learning Specialist will be responsible for the learning component of SMLP, and will serve as a primary point of contact between the project, USAID and the Implementing Partners (IP) it monitors as it relates to a Learning Agenda.
Responsibilities
Essential Duties/Tasks and Responsibilities:
Lead the development, design, and implementation of the SMLP Learning Agenda leveraging USAID collaboration, learning, and adaptation (CLA) best practices.
Lead the development of an annual Lessons Learned Report.
Lead the development and execution of annual Learning Events, IP Workshops, and Interim/Final Presentations.
Oversee the development of SMLP’s Information Management System (IMS) to meet the evolving needs of the program.
Provide overarching technical guidance on all aspects related to learning across various humanitarian sectors.
Lead the development of IP and TPM best practices and lessons learned for inclusion in the Monitoring Reports and in the Lessons Learned Report.
Work closely with the Information and Knowledge Management Specialist.
Lead relationship management and data sharing between the project and IP Program Managers and Technical Teams.
Support incorporation of technical, contextual, and experiential CLA learning into the program cycle processes.
Provide expert advice to USAID staff and partners on CLA.
Develop and conduct trainings, workshops, facilitated learning conversations and other capacity building opportunities around CLA.
Support the writing and qualitative coding of individual Site Visit Reports.
Support the development of training curricula for staff, data collectors and IPs.
Other duties as assigned.
Qualifications
Minimum Requirements:
At least 5 years of formal research, CLA and/or Monitoring and Evaluation (M&E) experience.
At least five years of experience in the humanitarian, transition, or development field.
At least 5 years of experience in the humanitarian, transition, or development field.
At least 2 years of experience on USAID-funded projects.
Education:
Master’s Degree from an accredited university/college in a relevant subject.
Preferred Knowledge, Skills and Abilities:
Excellent oral and written communication skills.
Exceptional research, analytical, organizational, interpersonal and computer skills.
Demonstrated ability to effectively communicate and interact with high-level donor representatives and International Non-Governmental Organization (INGO) representatives.
Demonstrated ability to work independently with limited direction as well as within a team as a team member.
Working Environment: Work is typically performed in an office environment.

Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
