OVERALL RESPONSIBILITIES:

The Monitoring, Evaluation, and Learning (MEL) Advisor will support the MEL director in implementing and maintaining an effective, user-friendly MEL system that includes all relevant indicators, and employs appropriate data collection protocols. (S)he will also ensure that reporting is conducive to adaptive management, and that the CLA agenda is implemented as intended.

TASKS:

Support the implementation of TRADE’s AMELP, framework, work plan and TRADE’s Theory of Change.
Support the development and implementation of CLA portfolio of USAID TRADE.
Support the development of annual work plans and support the project’s team in planning and designing interventions to ensure they are in line with the project’s agreement, approved work plan; and incorporating sustainability and local ownership measures are in place.
Support the creation of TRADE’s institutional memory, documentation, the overall information management, sharing and reporting system to the USAID, PMU, and strategic partners.
Develop physical and digital documentation systems to ensure the availability of traceable evidence of the project’s results and achievements.
Support the development and management of data collection protocols.
Coordinate the collection, validation, processing, and analysis of data, and dissemination of findings along with suggested modifications to encourage adaptive management of the project to team members and partners.
Facilitate the implementation of learning activities, subsequent action plans, and disseminating their outcomes
Build the capacity of the project’s team, partners, and beneficiaries on MEL concepts, best practices, and requirements for the project’s team
Support the identification and documentation of lessons learned and best practices.
Support fostering a learning culture based on USAID CLA, facilitating evidence-based decision making and innovation.
Support in integrating the different MEL functions into project cycle (Planning, Execution, Mentoring, Evaluation and Closure) to ensure USAID compliance, quality of delivery, sustainability, and replicability of best practices.
Develop periodical and contractual reports towards project results and targets to the management, the USIAD and strategic partners.
Carrying out routine Data Quality Audits, making sure that all project documents are available, accurate and meeting all data quality standards.
Conduct Radium checks and field visits for project beneficiaries (NEERS) and TSIs members.
Deliver MEL training and TA to the project partners and Beneficiaries.

Required Qualifications:
5 – 9 years of MEL experience in a development context.
Proven training and facilitation skills and experience.
Bachelor’s degree in a relevant field.
Excellent writing skills.
Ability to use/learn to use data storage and statistical analysis software (e.g. MS Excel, MS Access, SPSS).
Proficiency with Microsoft Office and web-based productivity tools (e.g. Google Suite, MS Teams).
Fluency in Arabic and English.
Experience carrying out MEL efforts in USAID-funded projects/activities is preferred.
Project Overview and Role:
USAID’s Trade Reform and Development in Egypt (TRADE) project builds on decades of U.S. investments in Egyptian businesses and economic policy with the aim of substantially increasing Egyptian exports from Small and Medium Enterprises (SMEs). The TRADE project focuses on six selected sectors: engineering products, food processing, home textiles, ready-made garments, chemicals, and building materials. Through the project, USAID works with the Government of Egypt to improve the trade and investment policy environment and reduce barriers to trade. USAID also partners with business associations and export councils to strengthen the trade services ecosystem for small- and medium-sized exporters, as well as with private companies to help them access new international markets to increase export sales. TRADE tackles many trade and investment-related issues to sustainably increase Egyptian exports and drive economic growth.
