The Program Assistant is a full-time consultant position on the USAID-funded Meeting Targets and Maintaining Epidemic Control (EpiC) project. The EpiC project works in El Salvador supporting the Ministry of Health’s COVID-19 pandemic response through updated guidelines for infection prevention and control; improved disease surveillance, laboratory capacity, and case management; accurate recording of infection levels and mortality data; and quarantine and isolation care guidelines for home-based and clinical care, and vaccine rollout.
In June 2022, EpiC El Salvador conducted a survey to rapidly assess the feasibility and acceptability of implementing a COVID-19 Test to Treat (T2T). T2T is a new COVID-19 initiative designed for the early detection and treatment of symptomatic COVID-19 illness in populations at high-risk for severe outcomes. This approach is for health care providers to provide streamlined early detection of COVID-19 through rapid testing followed by treatment with approved oral antiviral medications. These strategies are for individuals who test positive for COVID-19, are within five days of symptom onset, and meet the clinical criteria for receiving oral therapeutics. Drawing on results of the T2T assessment as well as subsequent dialogue with government counterparts including at the national and facility levels, and within communities, EpiC El Salvador is embarking on a T2T implementation pilot in two of the country’s 5 regions.
This position will be based in San Salvador, El Salvador. The duration of this position will be approximately 6 months, with a desired start date of August 15 until January 2023, with a possibility for extension based on funding availability.
Position Summary
The Program Assistant contributes to the EpiC project by providing a combination of administrative, logistical and technical support to senior technical program staff to ensure the successful implementation of project activities.
Key Responsibilities
1. Work closely with technical staff to support the planning and organizing of meetings, workshops, and trainings related to HP+’s activities, including drafting invitation lists and letters, following up with participant RSVPs, arrangements with venues, paying allowances, planning meals/snacks, taking minutes of meetings, writing reports, and coordinating follow-up. This will be done in collaboration with administrative staff who have related responsibilities including logistics.
2. Support technical materials production, including estimating quantities for workshops, liaising with printers, compiling info packets, etc.
3. Support technical staff in developing technical content for meetings, such as drafting agendas and presentations.
4. Take meeting minutes at weekly and bi-weekly team meetings and other technical meetings as required. Circulate these minutes to relevant staff in a timely manner and document follow up or outstanding items for subsequent meetings.
5. Support project documentation by taking activity notes (notes to file), interviewing technical staff, and submitting to HQ for reporting purposes and capturing project successes.
6. Initiate and coordinate inputs weekly reports from relevant technical leads.
7. Assist with activity planning (e.g., timelines, tasks) and provide inputs for the development of budgets for programmatic activities. Collaborate with finance staff on procurement and spending projections.
8. Represent EpiC with partners and stakeholders if requested.
9. Other duties as assigned.
Qualifications
· Bachelor’s degree in social sciences, public health, development studies (or a related field).
· At least four years of work experience in an office environment required.
· Strong interpersonal and networking skills, ability to work well with government counterparts, consultants, and within a cross-cultural and virtual team.
· Fluency in English highly desirable.
Physical Demands
· Regularly required to stand or sit, and move about the facility.
· Some travel within El Salvador may be required.
