Project Overview and Role:

Palladium’s
Data, Informatics and Analytical Solutions Community of Practice (DIAS) is
seeking a Senior Health Information Systems (HIS) Advisor to support the Data
for Implementation (Data.FI) Project.

Data.FI is a
five-year global project funded by the U.S. Agency for International
Development (USAID) to support the HIV and COVID-19 response. Data.FI partners
with programs to accelerate and sustain access to high-quality data to expedite
HIV and COVID-19 epidemic control and maintenance. By improving global,
regional, national, and community/local in-depth analyses of HIV and COVID-19
epidemiologic and programmatic data, Data.FI expedites program achievements to
improve client services and attain and sustain control of the epidemics.
Data.FI supports host country governments to enhance existing health
information systems (HIS), informing management responses to gaps in
programming and sustaining impact by supporting local partner transition.

The Senior
Technical Advisor, Latin America and the Caribbean Region (LAC), is responsible
for overseeing and providing expertise in the strategy, analysis, design,
architecture and governance of health information systems activities, with a
focus on immunization systems.  The
Senior HIS Advisor, LAC, will also provide managerial support to a select group
of project activities, focusing on the development and rollout of digital
health products, and the creation of a regulated, enabling environment for
their use.
This position
is based in Guatemala City, Guatemala.

 Primary Duties and Responsibilities: 

The primary responsibilities of the Senior HIS
Advisor, LAC, are:

Technical
Leadership:

•Provide technical input and ensure quality in the design, planning and delivery of projects related to improving HIS, with a focus on immunization information systems. 
o Assess whether LAC countries’ immunization management infrastructure/tools meet COVID-19 response data exchange, storage, and reporting requirements. Develop implementation road maps for COVID-19 vaccine administration data collection, management, data visualization for decision making and reporting.
o Advise government counterpart on the needed enhancements of national information management systems to meet COVID-19 vaccination data management needs. Assist in their implementation as requested and feasible.
o Lead the development of digital vaccine tracking products, including trackers and mobile solutions 
•Provide expertise in the design and implementation of LAC country-level enterprise architecture. 
•Recommend methods and procedures to strengthen governance frameworks that facilitate the adoption of enterprise architecture, improve coordination between intended users and developers and strengthen the prospects for sustainability of the information system post-COVID.  
•Represent Palladium to governments, donors and other stakeholders, providing thought leadership at international meetings, ministry-level events, technical working groups and communities of practice.
•Formulate technology and HIS partnerships, collaborations and strategies, strengthening relationships for country ownership of projects.
•Identify, build, and maintain relationships with partners and consultants who can provide technical expertise in health and other sectors of international development.
•Work with governments to adopt technical standards for global ICT such as ICD10, HL7, SNOMED and OpenHIE.  
•Mentor selected mid-level staff working at LAC field offices.

Required Qualifications:

Master’s degree in computer science, public health, business administration, public policy, international development or health informatics. Certified project manager preferred.

8+ years of professional experience in implementing health information management systems at the national and subnational level, including DHIS2, EMRs, and mobile data collection products.

Experience with EMR, immunization information systems, and surveillance systems preferred.

Key competencies & professional expertise required
•Experience designing, testing, and implementing information systems and data tools, including mobile applications, transactional systems and interoperability solutions. 
•Demonstrated proficiency and experience deploying at least one of the Global Goods for covid use-cases, such as Commcare, DHIS2 Tracker, SORMAS, OpenMRS, etc. 
•Broad understanding of digital health infrastructure (e.g. data center, networks, hardware) and application services.
•Familiarity with industry standard approaches and standards for health information exchange and interoperability.
•Ability to guide and support the clients, project teams and technical teams in designing and implementing solutions that meet the specified requirements; knowledge of user-centered design methodologies.
•Strong project management skills and experience using digital tools to manage projects such as Microsoft Teams, Planner, Jira. 
•Experience managing software development teams, the deployment of health information systems, and developing and using analytical platforms.
•Excellent written and verbal communication skills.
•Ability to work in a dynamic and agile environment with changing requirements and priorities. 
•Knowledge and experience applying the Principles for Digital Development.
•Demonstrated ability to work effectively with team members and clients of different cultures, gender, and hierarchical levels. 
•Full professional fluency in written and spoken Spanish language is required, and fluency in English language is preferred. 
•The position will be based in Guatemala. The candidate should be willing to travel and work abroad 25-30% of the time in neighbouring LAC countries and elsewhere.
