Project Overview and Role:
USAID’s ProtectHealth, based in Manila, the Philippines, in collaboration with other USAID projects, supports the Government of the Philippines (GPH) to enhance access and financing to meet key HIV, tuberculosis (TB) and family planning (FP) outcomes while realizing its goal of achieving universal health care (UHC). USAID’s ProtectHealth will specifically support GPH’s implementation of the UHC Law by addressing policy and institutional bottlenecks within the health financing system.

USAID’s ProtectHealth is providing technical assistance (TA) to enable the GPH to rapidly and effectively enact financing reforms envisioned in new legislation on UHC (Republic Act 11223) and HIV and AIDS (Republic Act 11166). Specifically, USAID’s ProtectHealth is supporting the Department of Health and PhilHealth enable key reforms and improvements in the sustainable financing of HIV, in line with support already being provided in the domain of TB and FP. Support to these agencies will be in line with key national priorities to reduce HIV incidence, improve the care and treatment cascade, strengthen prevention programming and case identification, and move closer to epidemic control in the Philippines, while achieving a sustainable financing status for the HIV program. In this context, USAID’s ProtectHealth will assist in strengthening financing mechanisms for HIV, which include but are not limited to the following sources: PhilHealth (e.g. Outpatient HIV AIDS Treatment Package), funding streams from the Department of Health (e.g. for the National AIDS Prevention and Control Program, Epidemiology Bureau). The project may work on various aspects of financing for HIV, such as estimating total future domestic investment requirements, designing strategies to sustainably finance key existing and new interventions (e.g., PrEP, index testing, etc.) at scale through the different funding streams, aligning with the UHC Law provisions and the post-COVID-19 “new normal” for health service delivery, while also strengthening HIV-related budget planning, execution and monitoring for DOH.
Primary Duties and Responsibilities:
This is a mid-level position responsible for managing, executing elements, and overall monitoring of the implementation of various activities in the HIV-related portfolio of the USAID’s ProtectHealth project. The duties of the Senior Program Associate for HIV and AIDS will include, but not be limited to:
Conducting activity management of assigned HIV-related tasks, including their deliverables and other desired outputs;
Provide technical assistance support to the DOH/PhilHealth or other government agencies in the implementation of the HIV-related activities, which includes but is not limited to budgetary financing, insurance benefits, and local health system integration and delivery of HIV interventions, aligned with UHC Law implementation in general and given the national strategy for HIV and AIDS, in particular; assistance from other staff will be provided on an as needed basis;
Ensure the timeliness, technical soundness, and coherence of HIV activities within the overall technical framework of the project, especially for HIV-related reports and other relevant documentation submitted;
Regularly update the Chief of Party and other staff with the progress of implementation of assigned deliverables and activities;
Work with the Research, Monitoring, Evaluation and Learning (RMELFA) Advisor and team to strengthen the financing and delivery of PhilHealth-related HIV benefits;
Work with the Advisor for Health Financing and Health Systems Strengthening and team to strengthen budgetary planning and performance for the National AIDS Prevention and Control Program at the national level, and for local governments in selected high-burden HIV sites that endeavor local integration;
Actively participate in high-level engagement with the National AIDS Prevention and Control Program officers, HIV-related program discussions, and other HIV-oriented USAID implementing partners in their activities in support of the HIV program;
Collaborate with other staff in the Manila office or in the regions outside Manila, as well as Palladium Headquarters (Washington, DC) based staff on technical analysis and report writing;
Attend HIV Partner’s Coordination meeting and similar meetings; and
Perform any other technical or managerial tasks related to the HIV portfolio as may be directed by the Chief of Party.
Required Qualifications:
Advanced degree in public health, economics/health economics, biostatistics, or related field or MD;
At least 3 years’ experience in technical or managerial roles with HIV-related programming in the Philippines,and/or with related infectious disease (TB preferred) prevention and treatment activities;
Experience in health systems, health financing, PhilHealth, policy analysis, health research,
project management and related analytical work will be an advantage;
Previous experience supporting the National AIDS Prevention and Control Program of the Philippines will be a distinct advantage;
Proficiency in MS Office applications;
Sound written and verbal communication skills in English;
Strong organizational skills to ensure activities, schedules and progress of work are on schedule;
Demonstrated sound judgment, problem-solving and decision making;
Ability to work with a low level of supervision and as a part of a team when required.
