Background:
The Collaborating, Learning, and Adapting for Improved Development (CLAimDev) activity’s purpose is to bolster the capacity of USAID/Philippines to effectively lead and practice collaborating, learning, and adapting (CLA), which has the broader goal of enhancing USAID’s development effectiveness. The CLAimDev activity will strengthen the evidence base of USAID/Philippines by implementing select monitoring, evaluation, research, and other analytical tasks to inform key strategic decisions. CLAimDev will also conduct evaluations, research, assessments, and third-party monitoring and verification tasks in geographically diverse areas in the Philippines.

Panagora Group seeks an Evaluation Specialist to serve as a short-term technical assistance consultant in the preparation of the scope of work for an evaluation of programs and projects in support of the USAID/Philippines’ Country Development Cooperation Strategy (CDCS). The Evaluation Specialist on the SOW preparation will be primarily responsible for providing technical assistance in the following: 1) review of literature and project/ activity reports, 2) analysis of the results framework of the project being evaluated, 3) preparation of proposed evaluation framework with corresponding evaluation methodology using the mixed method; and (4) provide options on data gathering tools and approaches on data analysis and reporting. The engagement period will be approximately two months, with a level of effort of about 15-20 person-days.
Duties and Responsibilities:
Serve as a technical consultant and work closely with the CLAimDev MEL Team in the preparation of the scope of work (SOW) for an evaluation of a project supported by the USAID
Provide technical assistance in the review of literature and project reports for the scoping of the evaluation in accordance with the USAID guide notes on the preparation of the SOW
Provide expert assistance in the methodologies and approaches of performance evaluation in accordance with the OECD DAC evaluation criteria
Undertake the writing of the SOW on the evaluation, in coordination and guidance of the CLAimDev MEL Team
Attend consultation meetings with CLAimDev and USAID/Philippines related to the preparation of the SOW on evaluation, as may be necessary.
Requirements
Professionals with expertise in the evaluation of development programs and projects
Demonstrated knowledge of monitoring and evaluation systems
Demonstrated rigorous, analytical, and technical writing skills with the evaluation perspective
At least seven (7) years of experience in a relevant discipline is preferred.
At least a Master’s degree in social sciences or related disciplines is required.
Willingness and ability to work together as part of a team.
Excellent English communication skills, both written and oral. Sample studies or published work may be requested from candidates.
Reports to: The CLAimDev Senior Monitoring and Evaluation (M&E) Specialist
Level of Effort: This is a short-term position based in the Philippines.
