The Technical Advisor, Supply Chain is a full-time consultant position on the USAID-funded Meeting Targets and Maintaining Epidemic Control (EpiC) project. The EpiC project works in El Salvador supporting the Ministry of Health’s COVID-19 pandemic response through updated guidelines for infection prevention and control; improved disease surveillance, laboratory capacity, and case management; accurate recording of infection levels and mortality data; and quarantine and isolation care guidelines for home-based and clinical care and vaccine rollout.
In June 2022, EpiC El Salvador conducted a survey to rapidly assess the feasibility and acceptability of implementing a COVID-19 Test to Treat (T2T). T2T is a new COVID-19 initiative designed for the early detection and treatment of symptomatic COVID-19 illness in populations at high-risk for severe outcomes. This approach is for health care providers to provide streamlined early detection of COVID-19 through rapid testing followed by treatment with approved oral antiviral medications. These strategies are for individuals who test positive for COVID-19, are within five days of symptom onset, and meet the clinical criteria for receiving oral therapeutics. Drawing on results of the T2T assessment as well as subsequent dialogue with government counterparts including at the national and facility levels, and within communities, EpiC El Salvador is embarking on a T2T implementation pilot in two of the country’s 5 regions.
This position will be based in San Salvador, El Salvador. The duration of this position will be approximately 6 months, with a desired start date of August 15 until January 2023, with a possibility for extension based on funding availability.

Primary Duties and Responsibilities

The Technical Advisor, Supply Chain, will work closely with Palladium and EpiC staff, government officials, international donors, and other implementing partners to provide expert guidance to strengthen supply systems for the management of COVID-19 commodities in El Salvador, specifically tests and treatment. This includes:

Work alongside relevant stakeholders to assess existing supply chain solutions, identify gaps and design sustainable solutions to strengthen management systems and secure availability of health commodities across the supply chain continuum
Establish and/or strengthen operational structures to strengthen supply chains at national and regional levels (task forces, committees, working groups, etc.)
Document requirements, present and validate solutions, and support the implementation of harmonized logistic management systems and frameworks for quantification and forecasting, procurement, transportation, distribution, and inventory management
Accountability for the management of projects or activities (time, cost and quality) within the Advisor’s purview
Document and report progress and alert EpiC team of any potential issues to ensure timely solutions
Work alongside the objective lead both in San Salvador and Palladium HQ counterparts to produce relevant reports, documentation and deliverables
Work closely with national-level and regional stakeholders within the Government of El Salvador, keeping them informed of progress, changes and other updates
Stay abreast of the best practices, standards and solutions related to health commodities and logistics, particularly constraints and opportunities to respond to the local context of our projects
Key Competencies Required

Degree or extensive professional experience in public health, social sciences, international development, or in a related field. Experience with COVID-19 public health activities beneficial.
Extensive experience (5+ years) planning and implementing supply chain projects for public health initiatives in El Salvador.
Proven ability to work collaboratively in a multidisciplinary team and to build consensus
Ability to translate technical terms into a non-technical / common language, both verbally and in writing
Demonstrated ability to work effectively as a member of a fast-moving and multicultural team while maintaining a client-centered focus
Professional Expertise/Competencies Preferred

Experience with USAID, Global Fund and/or other donors preferred
Bilingual English/Spanish desirable
