Project Overview and Role:
USAID’s ProtectHealth project, led by Palladium and in collaboration with other USAID implementing partners, is supporting the Government of the Philippines (GPH) to enhance access and financing to meet key family planning (FP), tuberculosis (TB) and HIV/AIDS outcomes while realizing its goal of achieving universal health care (UHC). USAID’s ProtectHealth is specifically supporting the GPH’s implementation of the UHC Law by addressing policy and institutional bottlenecks within the health financing system.

The project provides technical assistance (TA) to enable the GPH to rapidly and effectively enact reforms envisioned under the new legislation on UHC. Specifically, USAID’s ProtectHealth helps enable the implementation of key reforms to sustain financing of TB, FP and HIV services, improve the utilization of such benefits and increase financial protection by providing the best available evidence and convening decision-makers at critical points in the policy process.

In addition to assisting in the development of national financing policies in support of UHC implementation, USAID’s ProtectHealth will also provide support to various US Government (USG)-assisted sites and other UHC Implementation Sites (UIS) in integrating local health systems (LHS) to improve the performance of health programs, especially TB, HIV and FP. For some sites, this support will be provided mainly through the UHC Collaborating, Learning and Adapting (CLA) Network, where USAID’s ProtectHealth can share experiences in identifying and solving operational problems, monitoring and tracking performance, and documenting best practices. In at most four highly urbanized cities (HUC) in FY 2021, the project will have a more direct and substantive involvement to generate lessons on various integration concerns, especially financial integration. USAID’s ProtectHealth will work closely with the Department of Health (DOH), PhilHealth, Local Government Units (LGUs), Department of Interior and Local Government (DILG), Department of Budget and Management (DBM), Commission on Audit (COA) and other USAID Implementing Partners (IPs).
Primary Duties and Responsibilities:
Scope of Work

To ensure timely and quality delivery of technical products, the TECHNICAL EDITOR will provide appropriate and relevant support to the Communication Specialist in editing technical documents and reports. The Technical Editor shall ensure coherence of ideas, technical consistency, and improve readability of various project documents and reports. He/she shall coordinate with the Communication Specialists in the delivery of revisions of technical products for dissemination.

Duties and Responsibilities

• Regular coordination, updating with the Communication Specialist on editing tasks, and deliverables
• To edit and format technical reports with emphasis on ensuring that products comply with standards of USAID, and The Palladium in terms of style, clarity, coherence, consistency, logic, data visualization, formatting, and branding.
• Ensures that technical products use clear and easily understood language, and are well organized, concise, and easily understood by audience from multiple disciplines.
• Must apply knowledge, skills to perform technical editing tasks with independent judgment and be capable of carrying out work with minimal supervision of the Communication Specialist, and other relevant teams.
• Must be able to deliver technical editing tasks in a timely manner, to ensure all deliverables are submitted on time.
• Must be able to apply Branding and Marking Guidelines in technical editing work.

Required Qualifications:
Education:
A degree in communications, preferably Development Communication, English literature or a related liberal arts field or STEM. Advanced degree will be an advantage.
Experience:
At least three years of experience in development communications work, public relations or journalism required.
Experience in writing, and editing technical products, and other information and communication materials.
Experience working in USAID projects is highly desired.
Knowledge:
Strong editing skills, and keen attention to details required.
Familiarity, understanding of various technical reports required.
Excellent knowledge of English grammar and American word usage required. A broad understanding of issues related to international development is highly desired.
Skills and abilities:
Excellent oral and written communications skills, in particular technical writing, editing and
research skills required. Must be able to work independently, taking the initiative once guidance is provided, must be able to provide quality work, even under pressure to meet deadlines.
