Grants & Subcontracts Manager
Project Overview and Role:
The United States Agency for International Development (USAID) plans to establish a five-year project to reduce the negative social and economic impacts of gender-based violence (GBV) in targeted areas of Guatemala, contributing to longer-term stability of the country.

The project will work towards the reduction of GBV including prevention, response, and the provision and decentralization of essential services to victims. This activity will include the economic empowerment of survivors to support their financial literacy and independence to support their journeys to peaceful and productive lives in collaboration with local stakeholders.
Primary Duties and Responsibilities:
The Grants & Subcontracts Manager will be responsible for proficiently managing and administering a sizable and complex array of subcontracts and subgrants, many with local organizations unaccustomed to the complexities of administering USG funds. This position will work in collaboration with the Deputy Chief of Party and component Teams Leads for the provision of technical and administrative support of subcontractors or subgrantees to effectively manage grants and contribute to the Activity’s learning agenda.
This is a full-time position based in Guatemala City, Guatemala and contingent upon contract award. Guatemalan nationals are strongly encouraged to apply.
-Review the Palladium Grants Management Manual based on USAID regulations and contractual requirements and update it accordingly.
-Prepare documentation for grant solicitation, evaluation and approvals.
-Provide oversight for competitive grant solicitation processes from pre-solicitation to award, and then through -implementation and closeout.
-Prepare grant agreements/subcontracts, and ensure required documentation completion, following up on required reports.
-Monitor grant expenditures for assigned activities by developing and applying grant tracking/monitoring system.
-Contribute to program MEL system through grant activity reporting.
-Advise Deputy Chief of Party of irregularities and contribute to identifying solutions.
-Conduct training as needed, such as for various potential grantee organizations and internal staff
-Ensure comprehensive grant files are up to date and complete.
-Supervise Grants Officer(s).

Required Qualifications:
-Minimum of three years of experience in international business and grants management, with experience in USAID grants management preferred.
-Undergraduate Degree in business administration, finance, accounting, or a relevant field. Master’s degree or equivalent in any of the above-mentioned fields is preferred.
-Demonstrated record of achieving results in grants management with international development programs.
-Strong interpersonal skills and written and oral communication skills
-Language skills as follows:
English Level II (Limited Knowledge) ‐ Reading/Writing/Speaking
Spanish level IV (Fluent) ‐ Reading/Writing/Speaking
Proficiency in Mayan, Garífuna and/or Xinca languages encouraged.
