Project Overview and Role:
Primary Duties and Responsibilities:
Palladium is currently seeking a Human Resources & Recruitment Officer in Guatemala Office to support implementation of the Translating Data for Implementation (Data.FI) award. Data.FI is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the American Rescue Plan Act (ARPA) through the U.S. Agency for International Development (USAID). Data.FI works to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance. Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analysis of epidemiologic and program data to inform management responses to gaps in programming and sustain impact by supporting
Local partner transition.

In Guatemala, Data.FI will lead a team of technical advisors with expertise in digital health and data analytics to support the government through USAID to better monitor and mitigate the impacts of the COVID-19 epidemic and support the Ministry of Health to improve health information systems for HIV. The Human Resources & Recruitment Officer for Data.FI, Guatemala will work in tandem with the Palladium Guatemala Finance and Administration Manager to provide Human Resources support for the Data.FI program in Guatemala, including technical advice, labor market testing, payroll, and fringe benefits calculations, manager of timesheets, HR reporting, recruitment and perform annual performance assessments.
This position is based in Guatemala City, Guatemala. The initial position term is 12 months, with an extension dependent on continued project funding.
Primary Duties and Responsibilities:
The employee will be responsible for the recruitment process, ensuring that Palladium procedures are followed, including, but not limited to, dissemination of the position, receipt of CVs, Local Compensation Plan adherence, coordination of the selection process, review and confirm that current templates are used, reference verification, file completion, contract preparation and authorization process with Head Quarters.
Create and/or update HR manual according Guatemala labor law and Head Quarters requirements.
Develop new contracts and modifications to employee contracts.
Coordinate and send employee contracts and modifications to the Ministry of Labor for approval.
Update and store employee files.
Manage and keep track of timesheets to issue payments, vacations, sick leave, absences, permits, as well as any other leave or permission.
Coordinate and support the annual performance evaluations for office staff.
The employee will also coordinate with the Finance and Operations Manager on activities aimed at maintaining staff motivation and a healthy organizational environment.
Responsible for ensuring compliance with office protocol for prevention of COVID 19.
Employee must be available to attend project-related meetings as requested by the Finance and Operations Manager and the Regional Director.
Data.Fi Project expects that the employee can carry out his or her duties and responsibilities, with minimal to no supervision. It is the responsibility of the Human Resources & Recruitment Officer to manage, follow up, and complete the processes and tasks under his/her responsibility to obtain positive results.
Provide general information trainings, technical advice, and assistance about workplace laws, rights, and entitlements at various stages of recruitment process.

Required Qualifications:
Bachelor´s degree in Human Resources, Business Administration, or related field
At least five years of relevant HR or business experience, including recruitment, assessments, and HR reports, including payroll and fringe benefit calculations.
Familiarity with USAID funded projects and/or experience working on an international development project.
Strong knowledge of labor regulations in Guatemala and their application.
Demonstrated experience in coordinating recruitment processes and ability to work cooperatively.
Demonstrated ability to communicate effectively and appropriately in a culturally diverse environment.
Key competencies and professional expertise required
Detail-oriented and deadline-driven with strong organizational skills and ability to work in a dynamic and agile environment with changing requirements and priorities.
Demonstrated ability to work effectively as a member of a fast-moving and multicultural team
Strong proficiency with Microsoft Office suite applications
Excellent interpersonal, written, and verbal communication skills.
Sound problem solving and decision-making skills.
Professional level of oral and written fluency in Spanish required
Intermediate level written and oral proficiency in English is ideal
Current legal authorization to work long-term in Guatemala.
Highly organized and strong in documentation and filing.

The role reports directly to the Data.Fi Guatemala Finance and Operations Manager. Reporting requirements include:
Relationships
The role is part of the Data.FI Project Delivery Team and will work in coordination with the Guatemala Finance and Operations Manager as well as US-based project management staff.
This role will not have supervisory responsibilities
Authority levels
Under the oversight of the Finance and Operations Manager, perform preliminary processing for assigned activities.
Under the oversight of the Finance and Operations Manager, contribute to managing the Guatemala Human Resources staff reporting.
The successful candidate will be offered an initial contract for 12 months with an extension dependent on continued project funding.
You must have valid Guatemalan work rights to be considered for this position – visa sponsorship is not available.
This is a Guatemala City based role with options for flexible working. Candidates who are willing to relocate for the position must do so at their own expense.
