About Market Development Facility (MDF)
Market Development Facility is an Australian Government funded multicounty initiative which promotes sustainable economic development, through higher incomes for women and men, in our partner countries. We connect individuals, businesses, governments and NGOs with each other, and with markets at home and abroad. This enhances investment and coordination and allows partnerships to flourish, strengthening inclusive economic growth.
MDF is funded by the Australian Department of Foreign Affairs (DFAT). It is implemented by Palladium in partnership with Swisscontact.
In Timor-Leste, MDF promotes economic diversification and poverty reduction through partnerships in agribusiness and tourism. The team also encourages entrepreneurship by providing financial and advisory support to innovative businesses.
MDF is a fast-paced work environment where technical staff work in a dynamic fashion and often travel to the field at short notice. The purpose of this position is to transport MDF staff and goods to support operations in Timor-Leste.
Primary Duties and Responsibilities:
Safely transport MDF staff, goods, parcels and documents in and around Dili and to field locations as required.
Ensure that MDF vehicles are clean and driven in a legal and safe manner at all times.
Carry out routine inspections on vehicles to ensure that they are always in good condition and perform minor maintenance tasks as needed.
Check fuel levels and purchase fuel for MDF vehicles.
Maintain the log book and complete accident reports.
Safely keep receipts for vehicle repairs and maintenance and other records and reports concerning vehicles.
Consider different routes, check climate and traffic reports to decide the best time to travel and the best route to take.
Respond immediately to accidents or medical emergencies by notifying emergency response providers and rendering first aid until emergency personnel arrive.
Required Qualifications:
A valid and clean driver’s licence
Completion of middle school or equivalent diploma
At least five years driving experience and demonstrated knowledge of national road systems in Timor-Leste.
A police clearance certificate.
Basic spoken English language skills.
Excellent spoken Tetun language skills.
Demonstrated knowledge of car mechanics and skills to maintain roadworthiness and cleanliness of vehicles
Alertness to risks and potential security issues, and proven ability to handle security incidents effectively and peacefully.
Demonstrated ability to undertake routine and simple clerical and administrative tasks.
Willingness to work outside regular working hours and to travel regularly throughout Timor-Leste.
Desirable:
Good spoken English language skills.
Knowledge of other Timorese local languages.

Positions are open to nationals of Timor-Leste. Salary is competitive and based on local labour standards. Overtime is payable for some work outside of regular hours and on weekends.
