About Market Development Facility (MDF)
Market Development Facility (MDF) is a multi-country initiative which promotes sustainable economic development through higher incomes for women and men in our partner countries. We connect individuals, businesses, governments and NGOs with each other, and with markets at home and abroad. This enhances investment and coordination and allows partnerships to flourish, strengthening inclusive economic growth.
MDF is funded by the Australian Government and the New Zealand Government. It is implemented by Palladium in partnership with Swisscontact.
MDF currently operates in Fiji, Timor-Leste, Pakistan, Sri Lanka and Papua New Guinea. MDF is currently expanding into Samoa, Tonga and Vanuatu.
A team of local and international staff implements MDF in each country. Many of MDF’s technical staff are Market Systems Development (MSD) practitioners, and each country team also has dedicated Quality and Inclusion (QI), communications, and operations staff.
The Role
MDF is looking to recruit a Quality and Inclusion (QI) Adviser to lead a small team of QI Specialists in Fiji, and manage all aspects of Monitoring and Results Measurement (MRM), as well as the application of MDF’s climate change and inclusion policies. The person will be responsible for MDF activities implemented in Fiji, Samoa, Tonga and Vanuatu.
Primary Duties and Responsibilities:
Monitoring and Results Measurement (Quality)
Drive, or contribute to the development and review of, all documentation wholly or partially focused on MRM. This includes intervention guides, results chains, research plans, attribution strategies, concept notes, intervention agreements and value for money calculations
Maintain, under the oversight of and in collaboration with the QI Director, a results measurement system for responsible countries in line with the DCED Standard, DFAT guidelines, and MDF guidance on cross-cutting issues like Women’s Economic Empowerment (WEE).
Using a research calendar, manage planning of all MRM work for relevant countries to ensure timely completion of fieldwork, analysis and data presentation.
Ensure integration of MRM documentation and data into MDF’s Management Information System.
Ensure that projections and results from responsible countries are accurately aggregated for planning, reporting and learning purposes, providing insights into progress against key headline and intermediary indicators.
MDF’s Cross Cutting Issues (Inclusion)
Help country teams to understand and integrate MDF’s inclusion strategy (Women’s Economic Empowerment, environmental sustainability, disability inclusion, geographic and ethnic inclusivity) in MRM-related activities, including, but not limited to intervention guides, monitoring, impact assessments and concept notes.
Provide advice to teams on how to integrate climate change principles of adaptation, mitigation and resilience in country thinking, intervention and results measurement documents.
Other duties
Lead and manage a team of QI Specialists, including recruitment, training, capacity building, performance management, allocation of tasks, and other aspects of human resources management.
Contribute to content development and delivery of MDF’s learning agenda for the MDF team, DFAT and broader global development community. This includes lessons learning and reflection, evidence gathering, in-house training, preparation of documents, presentations and participation in events.

Required Qualifications:
Essential Criteria
At least a bachelor’s degree in M&E/MRM, research, economics, business, international development, or related fields.
Proven qualitative and quantitative research skills and experience in Market Systems Development (MSD) or a related development approach, in areas such as productivity, poverty, social norms, sustainability and resilience.
Significant knowledge and experience developing and reviewing MRM-related documents, including but not limited to, intervention guides, research plans, attribution strategies, and value for money calculations.
Experience in analysing large, complex data sets and conveying the findings to different audiences.
Willingness to work in a challenging environment and travel extensively to and within MDF countries.
Strong written and spoken English language skills.
Desirable Criteria
Familiarity with the DCED Standard for Results Measurement.
Experience with team and staff performance management.
