Access to Finance Team Lead – USAID/Kosovo Investment Promotion and Access to Finance Activity

This Opportunity:
The purpose of the Kosovo Investment Promotion and Access to Finance (IPAF) Activity is to strengthen private sector capacity for sustainable economic growth through investment promotion and increased access to diversified finance. The Activity will promote partnerships between the private sector and Government of Kosovo and press for productive dialogue between the private sector and the government to attract direct investment and enhance access to finance. The position of A2F Team Lead requires strong SME access to finance knowledge, broad general and technical knowledge in access to finance, and experience in new financing products and services.

Palladium seeks an A2F Team Lead who will be responsible for the technical implementation and the effective and compliant management of access to finance activities. They will be a senior member of the IPAF team, with overall responsibility for supervising activity staff and managing day-to-day relations with the client and counterparts in the private and public sectors.

Primary Duties and Responsibilities:
Lead technical direction and strategy development for implementation access to finance activities, and ensure an integrated vision across components
Design and develop strategic activities to increase the availability of financial products.
Work with traditional and non-traditional providers of financing on the development of new products and services
Conduct assessments on identify financing gaps, and ongoing constraints to accessing finance amongst SMEs.
Implement activities that will help SMEs to advocate for policy reforms to enable the introduction of new financial products and services tailored to the needs of growing SMEs.
Contribute to annual technical workplans and oversee the performance of the Activity in line with set targets.
Identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments
Ensure judicious use of USG resources, on-time delivery of activity reports and partner deliverables, and overall compliance with USAID regulations and Palladium policies and procedures
Key Competencies Required:
Masters’ degree or equivalent in business, economics, law or other relevant fields
Minimum of 5 years of experience working and managing projects in Economic Growth: access to finance, investment promotion, business enabling environment, market systems strengthening, SME development or related fields
Experience in access to finance for SMEs reforms to promote diverse financing products and services.
Demonstrated leadership in the administration of similarly sized international donor support programs.
Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams
Excellent interpersonal and written communication skills in English
Professional Expertise/Competencies Preferred:
Prior experience working in Kosovo required
Prior USAID experience preferred
