Project Overview and Role:
Palladium International, LLC is seeking a Technical Director with experience working in public health emergency and/or complex emergency planning for an anticipated USAID-funded project in Ethiopia. The Technical Director is responsible for supporting program management in identifying, evaluating, and integrating effective technical assistance aligned with the technical strategy. S/he will provide technical oversight to project staff globally and lead technical activities and initiatives. S/he will design and direct the delivery of all project activities and ensure timeliness, efficacy, and production of quality products and services in line with USG standards and regulations. This position will be based in Addis Ababa and is contingent upon award.
Responsibilities:
Work with the Project Director to provide technical project leadership, ensure strategic direction, and provide for and/or deliver technical assistance.
Supervise technical team leaders across country offices to ensure the provision of the highest quality technical assistance.
Coordinate with internal and external organizational stakeholders as well as key team members to align project results to key technical project outcomes.
Provide technical guidance and review of project country specific requirements including country work plans to align activities with GHSC TA priorities.
Provide leadership to ensure the development of timely, high quality and regulation compliant reporting per Palladium’s international guidelines and USG programming.
Oversee technical quality of deliverables, activities, and materials used during implementation.
Represent the project team across stakeholder meetings, ensure communication of priority activities and technical action in consultation with the project director.
Guide all technical staff in ensuring program activities are implemented in line with Palladium policy, industry best practice, USG laws and regulations, and country-specific requirements.
Liaise with key partners and stakeholders, particularly technical experts, consultants, and USG/donor representatives.
Leverage Palladium’s expertise to develop solutions to supply chain performance challenges, using both proven and innovative approaches adapted to the developing country context.
Perform other related duties and responsibilities as assigned.
Qualifications:
A background in international development with strong technical experience in USAID funded global health, emergency management, heath systems strengthening, capacity building, primary care, information systems, analytics, private sector engagement, and/or policy and enabling environment.
Proven ability to provide technical expertise to public health emergency management, health systems strengthening programs, particularly those related to any of the following: mitigating the impact of disasters on the health system and primary care and strengthening the capacity of Ethiopia’s institutions and communities to effectively manage disaster risks in developing countries.
Demonstrated success standardizing technical implementation across national, subnational, and local programming.
Experience in senior level project management.
Knowledge of operating with USG, particularly USAID, and USG country offices.
Knowledge of the Global Fund, PEPFAR, WHO and the World Bank HIV/AIDS programs a plus.
Ability to present data and information in a compelling way to different audiences. Ability to synthesize highly technical information for technical and non-technical audiences strongly desired.
Excellent interpersonal, written, and oral communications skills.
Proficiency in written and spoken English and the ability to communicate across technical disciplines and non-technical audience required. Proficiency in additional international languages an advantage.
Must be willing to live and travel within Ethiopia.
