Project Overview and Role:
The Data Informatics and Analytical Solutions (DIAS) Practice is seeking a Technical Advisor to provide health and social welfare information systems strengthening and project management expertise to selected projects among a global and diverse set of areas including primary health care, HIV prevention and control, children in adversity, and orphans and vulnerable children (OVC). The DIAS Practice is a dynamic and innovative group with talented and passionate members working toward the goal of improving informed decision making and effectiveness of international development projects. Our vision is to improve development investments and outcomes by harnessing the power of digital solutions to strengthen information systems, governance, local capacity and ownership to use quality data in real time for positive impact. To do this, DIAS takes a systems approach that combines expertise across monitoring and evaluation and research; effective data use; information and communication technology (ICT); and data governance to help governments and development partners throughout the world to design, implement, and evaluate projects that create positive impact.
The Technical Advisor HIS will provide health and social welfare information systems strengthening advisory and implementation expertise to host governments, USAID and other implementing partners. Specifically, the Technical Advisor will provide project management and technical expertise to support the design, planning and delivery of health and social welfare information systems as well as its individual sub-component systems such as routine health information systems (RHIS), electronic case management systems (eCMS), and electronic medical records (EMR) with the purpose of improving evidence-based decision making for health. Work location is flexible but the postholder is expected to work standard US Eastern Standard Time (EST) hours.
Primary Duties and Responsibilities:
The Technical Advisor HIS will work with government counterparts and a broad Palladium team to support the strengthening of health and social welfare information systems. This may include activities such as developing governance frameworks, designing information systems, stakeholder engagement, requirements analysis, capacity building, and promotion of data for evidence-based decision making. The Technical Advisor will also provide input for business development activities.

Technical Advisory in Health and Social Welfare Information Systems Strengthening:
Provide technical input into the design, planning and delivery of projects, particularly those related to improving the health and social welfare information systems as well as its individual sub-component systems with the purpose of improving evidence-based decision making for health.
Collaborate with counterparts in government, partner organizations and project teams in the US and host countries to strengthen overall system architecture of health and social welfare information systems for alignment in support of data exchange and/or to produce priority minimum indicators.
Devise and implement methods and procedures to strengthen data and system governance across ministries, donors, and implementing partners to improve coordination and clarification of roles of responsibilities necessary for efficient and sustained development.
Strengthen governmental leadership and stewardship of information systems by developing and implementing capacity strengthening plans on the principles of M&E, data use and analysis, development of standard operating procedures and information system governance.
Collaborate with public health leaders to determine the most compelling ways to visualize data and targets including development of standardized presentations or dynamic analytical products, such as dashboards.
Assist the government to develop HIS performance indicators, analyse the availability of data for the indicators in the component information systems and make recommendations accordingly.
Collaborate with technical counterparts to assess existing longitudinal and aggregate information systems and to determine alignment to global standards for software development and identify areas for strengthening.
Work with the in-country counterparts to oversee the development and implementation of informatics projects, including activities such as requirements elicitation analysis, use case development and product management.
Formulate and strengthen collaboration among diverse partners, in order to strengthen country ownership and sustainability of projects.
Project Management and Implementation Support:
Serve as the technical project lead on select activities focused on primary health care, HIV prevention and control, children in adversity, and orphans and vulnerable children (OVC), primarily comprised of strengthening government-owned health and social welfare information systems by implementing digital solutions and improving access to and use of data to achieve development objectives.
Provide technical supervision of field implementation teams and serving as a conduit of information with project leadership and clients.
Liaise with project stakeholders to plan, implement, review and report on projects as needed.
Support project work planning, resource planning, budgeting, progress and financial reporting.
Communicate and ensure the implementation of standard operating procedures (including development operations processes) to improve organizational efficiency and effectiveness.
Business Development:
Prepare capability statements/expressions of interest, and contribute to technical and financial proposals.
Support new and existing client relationships through interactions with clients at a technical level.
Represent Palladium at technical working groups and other communities of practice, as assigned, sharing information and updates.

Bi-weekly meetings (either in-person or via Skype/phone)
Emails as needed
Monthly DIAS Practice meetings; contribute to the DIAS Newsletter.

Required Qualifications:
Experience Required:
Professional experience improving health system performance through the strategic use of data in a developing country context, with CDC, USAID or PEPFAR funded programs.
Key competencies & professional expertise required:
Experience managing government relationships to promote improved sustainability of overall health and social welfare information system architecture in adherence with the OpenHIE approach to HIS architecture.
Experience designing and implementing strategies to support evidence-based decision making for improved health outcomes.
Experience developing and implementing capacity strengthening plans for data analysis and use, M&E, and other technical informatics capacities for government cadres.
Experience working with technical teams to oversee the assessment, design, and implementation of informatics projects leveraging global goods such as DHIS2, iHRIS, OpenMRS, CommCare, including experience overseeing database and software development.
Experience incorporating project management techniques and tools for workplan development, execution, and documentation.
Strong work planning, budget and staff planning skills.
Excellent written and verbal communication skills.
Ability to work in a dynamic and agile environment with changing requirements and priorities.
Certified project manager preferred. Knowledge and experience applying the Principles for Digital Development.
Demonstrated ability to work effectively with team members and clients of different cultures, gender, and hierarchical levels.
Willingness to travel and work abroad 25-30% of the time in developing countries and elsewhere.
