CHAI, in partnership with its India affiliate William J Clinton Foundation (WJCF), works in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States’ levels on an array of high priority initiatives aimed at improving health outcomes. Currently, CHAI supports government partners across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis, tuberculosis, COVID-19, common cancers, sexual and reproductive health, maternal and child health, immunization, essential medicines, pneumonia, anaemia, nutrition, access to safe drinking water, surveillance, and health financing.
Background on Essential Medicines Program:
Low blood oxygen, or hypoxemia, is a life-threatening complication of many illnesses such as pneumonia and malaria, as well as preterm birth, surgery, labor and delivery, and other conditions. Hypoxemia contributes to over a million preventable deaths in low-income countries every year. Providing concentrated medical oxygen, known as oxygen therapy, can prevent many of these deaths. But treatment in low-income countries is often limited by poor hypoxemia diagnosis and unreliable oxygen supplies, due to high prices and weak maintenance systems. Pulse oximeters, simple handheld devices that measure blood oxygen saturation to identify which patients need oxygen, aren’t available in over 90 percent of facilities, and fewer than half of all facilities have access to oxygen.
Program Overview:
Since 2017, CHAI has been undertaking a mammoth effort to help scale-up access to treatment for Pneumonia and Diarrhea, which combined, kill over 1.5 million children every year across the world. Working with the governments of five-high-burden countries (India, Kenya, Uganda, Ethiopia and Nigeria) and leading global institutions, CHAI is supporting intensified efforts at both global and country levels to plan, resource, and implement effective interventions for scaling-up access to treatment for these conditions. This is achieved by supporting governments’ efforts in improving access to oxygen and anti-biotics for pneumonia, and, zinc and ORS for diarrhea. Additionally, CHAI now strengthens in-country systems for access to oxygen for treating hypoxemia; a public health challenge which has recently exponentially grown in urgency and criticality because of the COVID-19 pandemic.
In India, CHAI, in partnership with its affiliate William J Clinton Foundation, is building on its work on supporting efforts to reduce mortality among children below 5 years of age in Madhya Pradesh (MP), which accounts for approximately one eighth of total pneumonia mortality in the country.[1] Appropriate pneumonia treatment and care is constrained by primary dependence in rural areas on informal providers, who lack appropriate training and knowledge as also supply chain inefficiencies that hamper availability of essential medicines and commodities. Further, knowledge and skills gaps at mid-tier public health facilities lead to inconsistent and inaccurate pneumonia classification and higher burden on higher level healthcare facilities.
Since March 2020, CHAI has also been providing instrumental support the Indian Council of Medical Research (ICMR), Ministry of Health & Family Welfare (MoHFW), and focus state governments for improving COVID-19 prevention, diagnostics, and treatment through analytics-based improvements in program policy, new technology introductions, laboratory and infrastructure, supply chain management, service provisioning and delivery, and operations reviews and strategy. Improving access to oxygen forms a foundational component of this support and includes focussed support on oxygen generation, storage, transportation, and usage.
At the national level, the program has also supported efforts in launching the revised Pneumonia Operational Guidelines and has supported the “Social Awareness and Action plan to Neutralise Pneumonia from Society” (SAANS) campaign to intensify action for reducing mortality due to childhood pneumonia. Further, CHAI helps the Government of Madhya Pradesh (GoMP) on building and rolling out a comprehensive strategy to significantly improve treatment and care and, therefore, outcomes for children suffering from pneumonia. To that end, the program imparts skill-based training for providers at public health facilities, supports measures to improve quantification, procurement and distribution of essential medicines, helps mentor staff at various aspects of oxygen administration and supports improvements in availability of pulse-oximeters for increased hypoxemia screening.
Responsibilities
We seek a highly motivated individual with excellent analytical ability and strong communication skills for the role of Analyst, EM/Oxygen. The Analyst will report to State Program Lead, EM/Oxygen program, work closely with national and state team, and will be expected to develop and manage strong relationships with the Dept. of Health & Family Welfare (DoHFW), state governments, to support program implementation initiatives. The ideal candidate must have strong quantitative and analytical skills, excellent communication and written skills, be self-directed, adapt to the program’s differing needs, and be committed to excellence.

Key responsibilities include, but are not limited to, the following:
Oversee analytics, data-systems and insight generation. Align with internal stakeholders/team members to ensure timely delivery of designated tasks
Generate insights on issues related to quality, composition, supply, and administration of medical oxygen and suggest corrective actions
Support development of plans to improve access to medical oxygen at national, state, and facility levels based on in-depth understanding of oxygen needs and landscape i.e. oxygen manufacturers, suppliers, users and intermediaries
Closely support officials in MoHFW and Department of Health, state governments in identifying and bridging gaps in oxygen supply chain. Also, engage with Division and District level health staff for accomplishment of project goals
Support refinement of pneumonia and oxygen strategy to improve oxygen access at public health facilities
Reconcile parallel data sources to facilitate monitoring, synthesis, and analysis of data to draw meaningful insights
Develop and maintain relationships with stakeholders in public and private sectors
Support CHAI’s strategy for increased access by identifying areas with significant beneficiary and policy impact
Aid and support other parts of the Essential Medicines programs by working closely with the state, country, and global teams
Draw on CHAI’s global and local expertise in demand generation and supply-side engagement proactively and work in a collaborative manner with other teams
Conduct primary and secondary research to be able to strategize and support initiatives as required
Support capacity building of field team and public health personnel on required technical know how
Clean data collected by the field force to maintain data integrity while sharing reports with internal and external stakeholders
Support capacity building of key government functionaries on relevant competencies for sustained ownership and delivery
Ensure communication and alignment of activities across government and partner stakeholders’ efforts and across other CHAI programs to ensure coordination and successful execution
Draft compelling presentations and reports for internal and external stakeholders
Develop and maintain a dashboard for monitoring the overall performance of the project
Support the Monitoring and evaluation team (M&E)- internal and global on the planning, implementation and evaluation of midline/end line surveys
Work with CHAI’s technical teams and Program Lead(s) to develop and implement a coordinated support program
Should be willing to work from ministry office, travel on short notice within India and abroad as per work requirements
Undertake any other duties as assigned by the Program Lead or Country/State Director
Qualifications
Master’s/Bachelor’s degree in management, economics, engineering, computer science, statistics, operations research economics or allied areas
Minimum of 2 years of experience in private or public sector enterprise; consulting, public health, analytics experience preferred
Excellent quantitative, problem solving, analytical and statistical analysis skills and experience of handling big datasets through use of software such as SQL, Oracle
Exposure to data visualisation tools such as TABLEAU/POWER BI, etc. will be an added advantage
Excellent knowledge of program implementation, trainings, monitoring and evaluation methods (qualitative and quantitative), including experience of developing trainings and monitoring and evaluation plans, tools, training materials, reports and summary forms
Ability to develop new and manage existing relationships with multiple stakeholders
Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously
Experience structuring and leading evidence-based decision-making processes
Excellent structured oral and written communication ability
