Job Description
Panagora Group seeks a full-time MEL Specialist/Sr. Specialist for an anticipated USAID/India Monitoring, Evaluation, and Learning Support Platform activity. This five-year activity will assist USAID India Mission with strategy- and activity-level performance monitoring, evaluation, and learning, including conducting data gathering and verification, data visualization, data quality assessments, impact and performance evaluations, assessments, organizational learning, and collaboration among USAID and its implementing partners.
This is a long-term position based in India, expected to start in late 2022. This position is open only to Indian nationals.
Duties and Responsibilities
Works in close collaboration with the Evaluation and Research Advisor to ensure that the USAID/India Monitoring, Evaluation, and Learning Support Platform activity meets the MEL needs of USAID/India, including planning and budgeting for each assigned activity.
Supports planning, design and implementation processes for research and evaluation priorities under the USAID/India Monitoring, Evaluation, and Learning Support Platform activity.
Supports the design, dissemination, implementation, and supervision of new monitoring, evaluation, and/or learning methodologies for USAID/India Monitoring, Evaluation, and Learning Support Platform activity.
Supports data management from internal and external sources, including the collection and processing of quantitative and qualitative data.
Coordinates knowledge capturing, sharing, and strategic learning to speed performance-based adaptations and bring new innovations to the USAID Mission’s programmatic work in country.
In collaboration with other, USAID partners plans and implement dissemination activities for sharing research results, other program assessments, and findings of monitoring and evaluation activities.
Plans, writes, edits, formats, and produces content for reports, events, success stories, and other communication products, individually or in collaboration with others.
Guarantees the quality of USAID/India Monitoring, Evaluation, and Learning Support Platform activity deliverables.
Other duties as assigned by the designated supervisor.
Requirements
A minimum of a bachelor’s degree in economics, public policy, political science, public health, international development, or social science that emphasizes research methods. Masters preferred.
Minimum of five (5) years of experience managing monitoring, evaluation and learning activities for donor-funded mechanisms, preferably with USAID experience.
Minimum of five (5) years of experience in applying mixed methods evaluation approaches, conducting field-based monitoring of development programming and/or conducting applied research.
Demonstrated ability to conduct fieldwork in areas with hardship conditions, remote areas, and conflict- or climate-affected areas for extended periods of time.
Advanced knowledge of statistical analysis and software such as STATA, NVIVO, etc.
Excellent teamwork, interpersonal, verbal, and written communication, presentation, and facilitation skills. Ability to manage a team of consultants is a plus.
Advanced professional level of spoken and written English.
Must be an Indian citizen.
This is cooperating country national position and all salary payments will be made in Indian currency (Rupee).
