Project Overview and Role:
The Chief of Party is a full-time position for an upcoming project in Mali funded by USAID, focused on Health Financing, providing technical support to selected farmer organizations with health mutuals. This position is contingent upon funding and donor approval.
Reports to: Project Director
Duration: 5 years
Location: Bamako, Mali

The Chief of Party shall provide overall leadership, direction, program management and oversight, and serve as principal liaison to USAID and national Ministry of Health staff.

Key Responsibilities

Ensure the strategic and functional integration across technical areas as well as strong collaboration with donors, other implementers, and local counterparts;

Responsible for meeting contractual obligations, producing deliverables and targets, and achieving project results as specified by USAID/Mali;
Represent project at national, regional, and global technical forums as required;
Oversee project planning, contribute technical expertise as necessary to ensure project implementation, with a focus on results and financial accountability for all project activities;
Provide strategic vision on program sustainability;
Lead planning, development, and implementation of health financing activities. Advise multi-sectoral stakeholders and partners, support and facilitate high level policy dialogue with stakeholders and partners related to health financing, health insurance and universal health coverage;
Balance the interests of various stakeholders and supports participatory governance through multisectoral partnerships;
Manage relationship with USAID, ensuring all reporting is completed in a timely way;
Coordinate with other local USAID representatives, USG projects, as well as other development partners to ensure collaboration, integrated approach, and complementarity of the interventions to add value to service delivery improvement;
Establish quality control standards in-line with the country and USAID standards;
Communicate/work with health sector leaders and farmer organizations in Mali, including MOH, subnational health sector leaders, and key stakeholders at the national and regional levels;
Build capacity of local partner organizations to increase ownership and sustainability of activities beyond the life of the project.
Candidate Requirements
Master’s degree or higher in a relevant discipline, e.g. public policy, business administration, public health, or a relevant field.
At least five years of senior-level experience leading health financing programs, including supervision of technical staff.
In-depth understanding of health systems and health financing issues in Sub-Saharan Africa, South Asia, and/or Southeast Asia contexts
Experience providing technical assistance in health financing, health insurance, health sector reform, public financial management, global health economics, or other specifically related fields in Sub-Saharan Africa, South Asia, and/or Southeast Asia
Additional 10 years of progressively increasing responsibility in financing, health systems strengthening, governance or related fields; experience with public-private partnerships preferred.
Demonstrated ability to establish professional relationships and to work collaboratively with diverse partners including host government agencies, donors, civil society, farmer groups and CBOs.
Strong leadership, communication and interpersonal skills, including ability to develop and communicate a common vision and foster collaboration across an interdisciplinary team.
Prior experience managing PEPFAR and/or USAID-funded agreements or contracts.
Must be fluent in English and French.
