Project Overview and Role:
The Sustainable Economic Territorial Transformation (SETT) project in Colombia will support licit and sustainable economic opportunities and investment in a targeted geography to foster equitable and environmentally sustainable growth, development, and peace implementation. The anticipated project objectives are to 1) increase licit and sustainable economic opportunities through local business and value chain development, 2) improve local economic competitiveness through public and private investment in goods and services, and 3) increase community engagement in local development through improved CBO performance.

The intended project will prioritize the PDET municipalities included in the Colombia CDCS, and the budget is anticipated to be between $40 – 50 million over 5 years.
Purpose of Position:
Palladium seeks a Chief of Party to lead the USAID-funded Sustainable Economic Territorial Transformation project in Colombia. The Chief of Party will report directly to Palladium’s Home Office Project Director. S/he will serve as the primary contact for USAID and will liaise directly with the donor representatives and other stakeholders.
Primary Duties and Responsibilities:
Lead program implementation and oversee project staff and activities to achieve project goals and objectives in a timely and cost-effective manner
Lead and/or review and monitor programmatic functions, i.e., development of work plans, budgets, quarterly/annual reports, and ensure effective implementation of program strategy as articulated by the work plan
Oversee the recruitment, orientation, and performance of senior staff and development of middle management staff
Collaborate with different stakeholders to foster country-driven, inclusive, locally relevant strategies to support licit and sustainable economic opportunities and investment among target individuals and communities, facilitate collaboration among different public and private sector organizations,community-based organizations (CBOs) and relevant stakeholders working in economic and rural development in conflict-affected regions
In collaboration with the local staff in-country and the mission, identify program opportunities and potential local partners as needed
Maintain effective and open communication throughout the project with USAID, Project Director, Objective Leads, project operations teams, and other relevant stakeholders
Represent the project at meetings and events with the Government of Colombia, business associations, non-profits, and other public and private stakeholders
Ensure that program implementation is in accordance with Palladium’s and USAID’s regulations and procedures
Perform other related duties and responsibilities as assigned
Required Qualifications:
Demonstrated experience in senior management positions for USAID programs of similar or greater scope and complexity
Prior experience working in agricultural and/or economic public and private sector investments in infrastructure, digital connectivity, and other public goods and services in Colombia
Prior experience in the following areas of expertise: agriculture, economic development, and leveraging private and public sector investments in target communities and/or conflict-affected regions
Demonstrated leadership, strategic thinking and planning, management, and presentation skills
Excellent communications and interpersonal skills
Strong supervision skills managing teams
Written and oral proficiency in English and Spanish required
Experience expanding access to finance in fragile and conflict-affected settings preferred
Experience working in Colombia preferred
Experience working for large donor organizations such as USAID preferred
Knowledge of USAID policies, procedures, and reporting requirements preferred
