Job Title: Complexity Aware Monitoring and Evaluation (CAM-E) Specialist

Position background:
IBTCI is currently seeking two specialists in complexity aware monitoring and evaluation (CAM-E) in their capacity as individuals, team or organizations who/that can develop training materials and deliver a CAM-E training program targeted to support the implementation of USAID’s Peace through Evaluation, Learning and Adaptation (PELA) project. This assignment will involve developing and delivering two 3-day virtual trainings (one in English and one in French) for USAID and its implementing partners (IPs) that will contribute to strengthening USAID West Africa’s preventing and countering violent extremism (P/CVE) practice. Candidates who may be part of a two-person team are encouraged to apply.

Technical Focus
Area: Complexity Aware Monitoring and Evaluation
Focus: Capacity building in complexity aware monitoring for aspects of P/CVE strategies, projects or activities in the West Africa region.
Responsibilities
Essential Duties/Tasks and Responsibilities:
The consultant(s) will design a three-day (18 hour) training program that will serve to build the capacity of USAID and IP staff and teams to monitor effectively in dynamically changing and unpredictable situations. The training will contribute to USAID and IP staff knowledge and capacity in the use of context monitoring approaches that are complexity-aware, as a complement to performance monitoring and as an important component in adaptive management of strategies, projects and activities where complexity is high.
The assigned tasks and responsibilities related to CVE research and practice in West Africa can include the following elements:
Develop training outline and materials/resources for complexity aware monitoring and evaluation training with customized considerations of the context of violent extremism in the West Africa region;
Engage in preparation and debrief/check-in meetings with the PELA team as needed during the design and delivery of the training;
Deliver 18 hours of training, once in English and once in French;
Work with PELA team to develop materials for pre- and post-assessments of the training;
Deliver a written report after the training which should include recommendations to the project team for further consideration.
Qualifications
Minimum Requirements:
Minimum of five (5) years’ work experience in the design and application of M&E systems that inform adaptive management in dynamic contexts.
Excellent training and facilitation skills, including delivering intensive training online;
Demonstrated ability to develop, review, monitor, and improve as necessary, training curricula and associated materials for a professional audience;
Demonstrated commitment to working collaboratively with others;
Previous experience facilitating and harnessing strategic learning to improve organizational operations and/or performance in an international development context;
Oral and written fluency in English and French required.
Education: Master’s degree in monitoring and evaluation, international development, conflict resolution, peacebuilding, or related field.
Preferred Knowledge, Skills and Abilities:
Familiarity with USAID and/or the West Africa region.
Knowledge of USAID Program Cycle Operational Policy (ADS 201) guidance on approaches for monitoring complex aspects of USAID development assistance.
Knowledge of USAID policies and practices relevant to addressing conflict and violent extremism and strengthening conflict management and prevention.
Knowledge of complexity informed approaches to peacebuilding and/or P/CVE.
Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

Physical Requirements: This position requires the incumbent to be mobile and agile at a moment’s notice in case of emergency. This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: International and provincial travel may be required and may include travel to fragile and/or conflict-prone zones.
