Purpose of consultancy
The consultant will perform the following tasks:
Establish and document operating procedures and guidance to set in motion the Global Leaders Network.
Prepare a technical plan of action for operationalizing the Global Leaders Network.
Develop a strategy and related implementation guidance and outreach documents for a sponsorship and awards programme for the Global Forum for Adolescents, including potential sponsorship/patronage by GLN members.
Background
During its 2021-2025 Strategy, PMNCH aims to support its Partners to advocate for, secure, and follow up on 30 national and five new global / regional policy, financing and/or service commitments to prioritize women’s, children’s, adolescents’ (WCA) health and well-being, with a focus of leaving no one behind.
In the current political scenario and within the wider WCA health and wellbeing landscape, there is an unprecedented opportunity for PMNCH to catalyze a high-profile network of Heads of State and Government (HoS/G) to advocate for prioritizing the needs of women, children and adolescents in policy and financing responses for better service delivery and building back better post-COVID-19.
By mobilizing the Global Leaders Network (GLN), PMNCH has an opportunity to elevate its current work with champions anchored in a long-term vision. The GLN represents a diverse convening of immense political influence, collective legitimacy and decision-making capabilities at the highest levels of global health and development architecture. Members will be instrumental in influencing the agenda of global and regional platforms, including bloc dialogues to ensure the health and well-being of WCA remains a priority.
The proposed network will provide members with opportunities to exchange evidence, experiences and insights to build individual and collective strategic drive and new momentum for WCA health and wellbeing. It will also enable members to crowd-in leadership to foster new partnerships, mobilize aligned resources and identify innovations for WCAH.

Deliverable 1: Establish operating procedures, provide technical support and document actions to set in motion the Global Leaders Network.

Qualifications, experience, skills and languages
Educational Qualifications:
Essential: Advanced university degree (Master’s degree or equivalent) in public health, education, international relations, sociology, or social sciences’ area.
Desirable: PhD in a social science.
Experience
Essential:
Minimum of 5 to 10 years of relevant experience in planning and programming related to international development programmes, community strengthening and development.
Prior experience of working with senior executives / leaders within multi-stakeholder partnerships, academic and/ or research partnerships, or similar organizations.
Desirable:
Experience of engagement with youth and adolescents’ educational and empowerment programmes.
Previous related experience with WHO/UN.
Skills/Knowledge:
Knowledge of communication management processes (including talking points and speech writing for senior executives) as well as strengthening of online and digital presence.
Methodical, organized, and detail oriented, with ability to manage information and data from multiple sources of information, align and cross-reference.
Diplomatic and politically sensitive individual, with ability to thrive in a multinational environment and liaise with leaders in the highest level of office.
Problem solver and self-starter with a strong drive and self-initiative.
Demonstrated ability to present complex concepts and issues in straight forward language.
A strong understanding of issues affecting the health and well-being of women, children and adolescents.
Proficient in MS Office.
Languages required:
Essential: Expert knowledge of English.
Desirable: Knowledge of other UN languages.

Off-site – Home based.
Travel
No travel is expected
Remuneration and budget (travel costs are excluded):
Remuneration: Band level B
USD 7,000 to 9,980 per month.
Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of contract:
11 months. Additional contracts can be offered based on funding availability and satisfactory performance. Starting date: September 2022.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
