Project Overview and Role:
In Malawi, Palladium manages the USAID-funded Data for Implementation (Data.FI) project. Data.FI partners with programs to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance. By improving global, regional, national, and community/local in-depth analyses of HIV and COVID-19 epidemiologic and programmatic data, Data.FI expedites program achievements to improve client services and attain and sustain control of the epidemics. Data.FI supports host country governments to enhance existing health information systems (HIS), informing management responses to gaps in programming and sustaining impact by supporting local partner transition.

Data.FI Malawi supports the Ministry of Health to strengthen the use of data to better monitor and mitigate the impacts of the COVID-19 epidemic. As part of these efforts, Data.FI will second a Data Analytics and Visualization Officer to the Digital Health Division to provide technical assistance to the Ministry with the development of high-impact analytic and information products and tools (such as dashboards, reports/bulletins, and maps) for COVID-19. The successful candidate will be seconded to the Digital Health Division and will report on a day-to-day basis to the Head of the Digital Health Division. They will work closely with other key technical staff in the Digital Health Division, Ministry departments (such as the Expanded Programme on Immunizations), and other team members as needed. The Data.FI Malawi Country Lead will provide administrative oversight, while additional technical guidance will be available through Palladium global technical experts.

The position is a fixed-term contract, with an extension thereafter depending on performance, MOHP and USAID priorities, and the availability of funding.
Location
This position is based in Lilongwe, Malawi.
Primary Duties and Responsibilities
•Support the DHD lead data analyst, developers and health experts to develop analytic reports, visualizations, and dashboards that will employ new information to improve patient care, particularly planning for COVID-19 vaccination administration and campaigns
•Employ user-centered design principles to identify information needs, collect requirements and develop custom reports and visualizations for audiences, both within the Government of Malawi (e.g., Expanded Programme on Immunization) and for external stakeholders
•Support DHD developers and data engineers to transform, integrate, clean, and structure data for use in data visualization products
•Design and apply the latest data science methods and instruments to develop contextually appropriate tools for research and analysis
•Help strengthen the capacity of host government counterparts, particularly in data management, data visualization, and analytic methods as part of the COVID-19 response
•Provide support to data quality improvement and data use efforts at the district and facility levels including, but not limited, supporting the integration of data visualization products into routine data review and program monitoring processes, joining field supervision, on-job knowledge/skill transferring, etc.
•Proactively participate and facilitate the use of data to support health services delivery quality improvement efforts, with a focus on the COVID-19 response, at the district and facility levels
•Support DHD to conduct rapid analyses of small and large datasets, with limited oversight
•Support DHD to generate visualizations for reports, web, and conference proceedings
•Support with conducting research analyses, including literature reviews and remote desk studies, to support analysis plans and contribute to operational research design and analysis, as needed
•On occasion, participate in technical working groups and assist with preparing technical materials and/or proposals
•Participation in regular project related meetings
•Other tasks as assigned by the DHD Lead Analyst
Key Competencies Required:
•A degree in Computer Sciences, ICT, Information Systems, Health Informatics, Health Information Systems, statistics, or a related field. Those who possess these qualifications plus three years’ experience at the Digital Health Officer level will have added advantage.
•Demonstrated hands-on experience with statistical packages and databases e.g. STATA, SPSS, R package, Epi-info and BI tools (Tableau, PowerBI, Highcharts, MetaBase and other tools)
•Excellent understanding of digital health solutions including District Health Information Software (DHIS2), DHIS2 Tracker, OpenHIE, and other key digital solutions.
•Strong understanding of global health indicators, especially for COVID-19 and immunization programs
•Proven, relevant work experience in designing and developing effective data visualizations using platforms such as Tableau, PowerBI, or other data visualization tools (preferable for global health programs)
•Demonstrated skills in analytical techniques (statistical modelling, visualization) and triangulation of data across various data sources
•Demonstrated experience facilitating data analysis and visualization projects (conceptualization, stakeholder engagement, design and execution, iteration, and on-going support)
•Demonstrated skills in analysing, interpreting, and communicating information to a variety of stakeholders
•Experience working with structured and unstructured data sources
•Demonstrated knowledge of contextual inquiry or user-centred design.
•Full proficiency in spoken and written English
Professional Expertise/Competencies Preferred:
•Relevant experience working with government counterparts at central and sub-national levels in Malawi
•Demonstrate sound technical knowledge of key areas of ICT including systems analysis and design, and database management systems
•Strong interpersonal skills and stakeholder management skills, with willingness to bridge communication between health personnel and digital health developers
•Able to multi-task, be independent, well-organized, mature and able to work under time pressure.
•Strong written and oral communication skills, with demonstrated ability to communicate clearly and effectively
•Highly self-motivated and able to work independently with minimal supervision
•Strong organizational and project management skills
•Possess strong leadership skills
•Able to understand government policies and ministerial/departmental vision, mission, and objectives
•Able to relate government and ministry policies to digital health strategic objectives, mission statement and vision
