Project Overview & Position
The Deputy Chief of Party – Administration, Operations, and Finance (DCOP-AOF) is a full-time position for an upcoming award in Ukraine that seeks to furthering health systems reform in support of Ukraine’s health systems reform project started in 2016. The main purpose of this activity is to improve health outcomes and to improve health system accountability and transparency in Ukraine, leading to improved equitable access to quality services, optimized use of scarce resources, mitigation of corruption across the health system, and ultimately expanded universal health coverage (UHC) for the people of Ukraine with reduced financial hardship on patients. This activity will likely be achieved through improving access, quality and efficiency of health services: increasing efficiency and transparency of managing and financing of care and modernizing the obsolete service delivery system. The DCOP-AOF shall support the COP to ensure operational activities are carried out effectively and to ensure compliance with the Ukrainian government, donor, and company policies and procedures in the areas of finance and office administration. S/he will work with the US-based country management support team to ensure the project follows good finance and management practices in compliance with USAID policies. S/he will oversee technical operations, financial operations and tasks, such as accounting, procurement, etc. according to USAID and USG procedures, rules, and regulations, and will supervise the accounting team to coordinate reporting activities. This position will be based in Kiev and is contingent upon contract award to Palladium.

Key Responsibilities
– Provides overall management and oversight of administrative operations, including, logistics, procurement, budgeting, finances, human resources, information technology, property, and security.
– Provides oversight and collaboration with the COP and DCOP Technical on the implementation of technical operations activities of the project
– Oversees sound and effective systems for project contracts and compliance management, including grants, subcontracts and procurement.
– Supports COP and DCOP Technical to maintain effective working relationships with donors and key government officials related to finance and operations.
– Supports the annual workplan process and other strategic planning processes by coordinating budgeting processes for program activities and conducting continual analysis and planning of operations staffing, and external project expenditures.
– Manages and/or oversees the procurement process, depending on the level and values, by collaborating closely with the team, including negotiating competitive prices and documenting decision-making processes in accordance with the operations manual and best practices.
– Monitors salaries and benefits to ensure they are in line with agreed budget plans and competitive compensation structure benchmarking studies.
– Ensures contractual obligations are sound and appropriate for the project.
– Supervises financial operations and monitoring of obligations, budgets, and expenditures.
– Prepares financial reports for USAID.
– Contributes to project forecasting and reporting at the HQ level.
– Coordinates and manages the mobilization of short-term and long-term technical assistance and administrative staff.
– In consultations with the HQ, develops internal control measures to ensure accurate and timely financial reporting at the headquarters and field levels.
– Conducts internal and coordinates external financial audits.

Candidate Requirements
– University graduate and master’s degree in Finance, Human Resource Management, Business Administration, or other relevant masters-level degree. CPA, Chartered
– Accountancy, other relevant professional certification, or additional 8 years of relevant professional experience accepted as alternative to master’s degree. At least 5 years where it can be demonstrated that responsibilities have increased to senior management level.
– At least 10 years of work experience in broader finance and operations management with an international organization and USG contracts preferred (including office management, HR, finance, IT, and logistics).
– Solid understanding of the Ukrainian financial laws and regulations, taxation and HR policies.
– Experience directly managing more than 3 finance and administration staff persons.
– Proven problem identification and resolution experience with budgeting, forecasting, banking, tax authorities, foreign currency transactions, and other related issues.
– Capacity and/or experience in designing and implementing Value for Money standards and decision-making.
– Strong working knowledge of human resources principles and accepted practices; sensitivity to cultural difference and understanding of the political and ethical issues surrounding human resources management.
– Strategic thinker and strong leadership capabilities including organizational and problem-solving skills; ability to brainstorm finance and administration solutions in the interest of USG where procedures or solutions may not be clear or apparent, and ability to take initiative and/or respond independently to situations.
– Able to communicate effectively and excellent interpersonal skills to form effective working relationships at all levels.
– High level of computer literacy
– Ability to deal appropriately with sensitive issues and maintain a high level of confidentiality at all times.
– Relationship building and negotiation skills.
– Proven experience in managing expenditures within budget.
– Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
– Ability to respond and adapt quickly to changing requirements and competing demands.
– Must be willing to live and travel within Ukraine.
– Fluent writing, reporting, and oral presentational skills in English, with Ukrainian and Russian skills preferred.
