Project Overview & Position
The Health Financing Specialist is a full-time position for the USAID Ukraine Health Reform Support project.
Deloitte Consulting, LLP is the contractor responsible for implementation of the USAID Health Reform Support contract (‘HRS project’) funded by the United States Agency for International Development (USAID). The Palladium Group is a partner to Deloitte in implementing the HRS project, responsible for health financing aspects of the contract. The HRS project is designed to support the Government of Ukraine to build a transparent, accountable, and effective health care system that can meet the needs of the Ukrainian people. By advancing health sector reforms, enhancing transparency, and tackling corruption, the HRS project will aim to reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. The Health Financing Specialist will work with a team to support the Ukrainian health sector in implementing new health care financing models.

This position will be based in Kyiv, Ukraine.

Duration: 1 year
Location: Kyiv, Ukraine
Key Responsibilities
Assist in technical research and analysis related to reforms in health financing, economic evaluation, costing and budgeting as required by the HRS Project workplan;
Develop technical documents (presentations, guidelines, analytical notes, training materials) related to health financing reforms in collaboration with team;
Conduct literature reviews and synthesize the information as requested;
Prepare and process data, conduct data quality checks to support HRS Project activates related to formative research, reform monitoring surveys and statistical analysis as requested;
Assist in organization of activities of meetings, webinars, reports, blogs and publications;
Assist in conducting technical trainings, workshops and other capacity building activities as required by the HRS Project workplan;
Participate in HRS Technical meetings and assist in preparing meeting agenda, notes, reports and media briefings;
Providing as-needed technical support across project workstreams dealing with transformation of the healthcare financing system;
Collecting information for Palladium on different topics upon request;
Any other tasks as assigned.
Candidate Requirements
Masters level degree in public health, health economics, public finance, public administration, business administration or related area; additional degree in economics – related area also a bonus;
Three (3) or more years of work experience;
Familiarity with Ukrainian social and/ or health systems context and the proposed health financing reforms, and health financing issues is an advantage;
Sound knowledge of methodologies used in research, quantitative analysis, and statistical, health financing analysis;
Experience in designing researches in social sphere and analyzing health financing models, including health insurance and hospital payment schemes preferred;
Prior experience in working with USAID and/or other international donors in Ukraine, Central and Eastern Europe, or the former Soviet Union preferred;
Ability to liaise effectively with and develop consensus among key stakeholders, including USAID, national and local officials, public, private, and civil society partners;
Spoken and written language proficiency in English;
Spoken and written language proficiency in Ukrainian or other East Slavic language;
Ability to work within tight deadlines and in a fast-changing environment.
