PROJECT DESCRIPTION AND POSITION
CATALYZE Peru is a new USAID initiative implemented by Palladium with the objective of mobilizing mainly commercial and scale financing and investment for micro, small, medium, and large companies and financial institutions of all sizes in the nine regions of the Peruvian Amazon. This initiative is for $15 million dollars over three years (2020 – 2023) within the framework of the global USAID CATALYZE program of $250 million dollars over eight years implemented by Palladium, which seeks to mobilize two billion dollars in private capital, especially to social sectors with low financing and emerging countries.
In regions with abundant natural resources, ecological beauty and biodiversity, CATALYZE Peru will create a sustainable platform of services using a blended finance approach to facilitate new investments in the Peruvian Amazon, thus strengthening the region’s economy. The project intends to support investors of all types and sizes – through the provision of technical assistance, the strategic use of incentives and innovative risk mitigation – to identify and facilitate commercially viable opportunities and business models. that generate value, provide financial and high-impact returns, while protecting the Amazon.
CATALYZE Peru has three interrelated components:
1. Develop alliances to structure projects and business models.
2. Strengthen the services of financial institutions to the regions, sectors and chains of value identified by the project.
3. Develop digital information systems to support projects and business models.
The Grants and Subcontracts Specialist, under the supervision of the Grants and Subcontracts Manager, will be responsible for articulating procurement and grant requirements with the different project teams, ensuring and facilitating compliance with the planning, selection and award processes, monitoring and control and closure, in accordance with the procedures, rules and regulations of USAID, the Peruvian Government and the institutional policies of Palladium.
Main Responsibilities
Periodically update the project needs chart (procurement plan, subsidies and subcontracts), to comply with the provisions of the annual work plan.
Follow up on the different requirements identified in the Project needs table.
Participate in the selection and award processes of subcontractors, individual consultants and grantees, ensuring integrity, transparency and compliance with Palladium and USAID policies, documenting it in accordance with the file system established by Palladium.
Under the supervision of the Grants and Subcontracts Manager; modify subcontracts, individual consultant contracts and grants, when these are required and approved.
Support in the financial monitoring of the products and disbursements of the acquisition of goods and services, donations, subcontracts and contracts of individual consultants, verifying that they comply with the agreed terms.
Others that are assigned by the Grants and Subcontracts Management, in line with their function.

REQUIREMENTS AND EXPERIENCE
Studies in administration, law, economics or a career related to the position.
At least four years of experience working in a similar position – acquisitions, purchases, grants.
Experience working on USAID projects and/or international cooperation agencies.
Knowledge and experience with USAID regulations for acquisitions and grants
Demonstrated ability to interact with multidisciplinary teams.
Have availability to travel to the different regions where the Project intervenes
Super user of MS Office.
Oral and written communication in Spanish and English.

EXPERIENCE NOT REQUIRED BUT DESIRABLE:
Knowledge or experience related to financial inclusion, economic development projects, experience with subcontractors and/or subsidized in the Amazon area.

DESCRIPCIÓN DEL PROYECTO Y POSICIÓN

CATALYZE Perú es una nueva iniciativa de USAID implementada por Palladium con el objetivo de movilizar financiamiento e inversión principalmente comercial y a escala para micro, pequeñas, medianas, y grandes empresas e instituciones financieras de todos los tamaños en las nueve regiones de la Amazonía peruana. Esta iniciativa es de $ 15 millones de dólares a tres años (2020 – 2023) en el marco del programa global USAID CATALYZE de $250 millones de dólares a ocho años implementado por Palladium, el cual busca movilizar dos mil millones de dólares en capital privado, especialmente a sectores sociales con bajo financiamiento y países emergentes.

En regiones con abundantes recursos naturales, belleza ecológica y biodiversidad, CATALYZE Perú creará una plataforma sostenible de servicios utilizando un enfoque de financiamiento combinado para facilitar nuevas inversiones en la Amazonia peruana, fortaleciendo así la economía de la región. El proyecto tiene la intención de apoyar a los inversionistas de todo tipo y tamaño – a través de la prestación de asistencia técnica, el uso estratégico de incentivos y la mitigación de riesgos de manera innovadora – para identificar y facilitar oportunidades comercialmente viables y modelos de negocios que generen valor, brinden retornos financieros y de alto impacto, al mismo tiempo que protegen la amazonia.

CATALYZE Perú tiene tres componentes interrelacionados:
1. Desarrollar alianzas para estructurar proyectos y modelos de negocio.
2. Fortalecer los servicios de las instituciones financieras a las regiones, sectores y cadenas de valor identificadas por el proyecto.
3. Desarrollar sistemas de información digital para apoyar a proyectos y modelos de negocios.

El Especialista de Subvenciones y Subcontratos, bajo la supervisión del Gerente de Subvenciones y Subcontratos, será responsable de articular con los diferentes equipos del proyecto, requerimientos de adquisiciones y subvenciones, velando y facilitando el cumplimiento de los procesos de planeamiento, selección y adjudicación, seguimiento y control y cierre, en concordancia con los procedimientos, reglas y regulaciones de USAID, Gobierno Peruano y las políticas institucionales de Palladium.

Responsabilidades Principales
Actualizar periódicamente el cuadro de necesidades del Proyecto (plan de adquisiciones, subvenciones y subcontratos), para el cumplimiento de lo dispuesto en el plan de trabajo anual.
Hacer seguimiento de los diferentes requerimientos identificados en el cuadro de necesidades del Proyecto.
Participar en los procesos de selección y adjudicación de subcontratistas, consultores individuales y donatarios, asegurando la integridad, transparencia y cumplimiento de las políticas de Palladium y de USAID, documentándolo de acuerdo con el sistema de archivos establecido por Palladium.
Bajo la supervisión del Gerente de Subvenciones y Subcontratos; modificar los subcontratos, contratos de consultores individuales y subvenciones, cuando estos sean requeridas y aprobados.
Apoyar en el monitoreo financiero de los productos y desembolsos de las adquisiciones de bienes y servicios, donaciones, subcontratos y contratos de consultores individuales, verificando que estos cumplan con los términos acordados.
Otros que le sean asignados por la Gerencia de Subvenciones y Subcontratos, en la línea de su función.

REQUISITOS Y EXPERIENCIA
Estudios en administración, derecho, economía o una carrera afín a la posición.
Por lo menos cuatro años de experiencia trabajando en una posición similar – adquisiciones, compras, subvenciones.
Experiencia trabajando en proyectos de USAID y/o agencias de cooperación internacional.
Conocimiento y experiencia con regulaciones de USAID para adquisiciones y subvenciones
Habilidad demostrada para interactuar con equipos multidisciplinarios.
Tener disponibilidad para viajar a las diferentes regiones donde interviene el Proyecto
Super usuario de MS Office.
Comunicación oral y escrita en español e inglés.

EXPERIENCIA NO REQUERIDA PERO DESEABLE:
Conocimiento o experiencia relacionada con inclusión financiera, proyectos de desarrollo económico, experiencia con subcontratistas y/o subvencionados en el área del Amazonas.
