Primary Duties and Responsibilities:
The USAID- and PEPFAR-funded Health Policy Plus (HP+) project is supporting development of a PEPFAR Asia Region Program sustainable HIV financing policy framework. This work entails holding a series of regional consultation meetings on the following topics to inform the framework:
– Progress in public sector contracting of nongovernmental and community-based organizations for HIV services
– Sustainably financing commodities for HIV and TB in middle-income countries for the long-term
– Integrating HIV service delivery purchasing in universal health coverage-oriented schemes and reforms

The consultant will support HP+ in developing the sustainable HIV financing policy framework for the PEPFAR Asia Region Program, focusing on best practices and lessons learned in integrating HIV into universal health coverage (UHC)-oriented schemes and reforms. Specifically, HP+ is seeking a qualified consultation to conduct background research, contribute to materials, and facilitate a regional consultation meeting on HIV and UHC integration to inform development of the policy framework. There is no location or travel requirements associated with the consultancy, as all work will be conducted virtually/remotely.

Scope of work: The consultant’s work includes supporting development of a background position paper on HIV and UHC integration and prioritized reading list for attendees of the regional consultation, preparing for the consultation meeting, leading facilitation of the consultation meeting, and providing input on the integration sections of the regional policy framework drafted by HP+.

Deliverables:
1. Written feedback and suggested edits on draft position paper and suggested reading list on HIV and UHC integration. HP+ staff will draft the position paper, estimated to be about 5-10 pages in length. The consultant is expected to review the paper, make suggested edits, and add to references/citations in the paper and suggested reading list.
2. Preparations for regional consultation meeting. This includes conducting background research; developing an agenda, slides, and discussion questions; and attending planning meetings with HP+, USAID and other partners as needed.
3. Facilitate consultation meeting. The consultant will lead facilitation of the consultation meeting on HIV and UHC integration. The consultation meeting may be broken into separate sessions on separate days and is not expected to exceed 8 hours in total. The consultant will submit detailed notes and reflections on the consultation meeting, and will make follow-ups with attendees as needed for clarifications or additional information.
4. Written feedback and suggested edits on draft financing policy framework (select sections only). Based on the consultation meeting, HP+ will develop a financing policy framework. The consultant will review and provide edits to the sections on HIV and UHC integration.

Required Qualifications:
Experience (40%)
Experience in researching or working on integration of HIV into UHC-oriented schemes and reforms, including national health insurance
Experience in facilitating high-level meetings
Experience in developing policy briefs and presentations
Experience in working with USAID, the Global Fund, and other global partners
Technical (40%)
Strong understanding of UHC-oriented schemes and reforms in PEPFAR-supported Asian countries
Strong understanding of the HIV epidemic, programmatic response, and financing in PEPFAR-supported Asian countries
Fluency in English and strong writing, communication, and presentation skills.
Master’s degree in a public health or other related discipline is preferred
