Job Description – Information Systems Consultant

2. Purpose of Position
Within the activities of the project, D4I is supporting the Ministry of Labor and Social Protection (MOLSP) to develop a longitudinal case management information system (CMIS) that will be a digitized, web-based platform to help social services, case managers, guardianship authorities and the MOLSP manage children-at-risk and child protection data, with tools that facilitate case management and longitudinal tracking, integrating information from different relevant agencies.
Palladium is currently seeking a cosultant to serve as the Information Systems Consultant to support its work through D4I in Moldova. The Information Systems Consultant will support the design, development and deployment of the a longitudinal case management information system (CMIS). The consultancy estimated level of effort is 80 days and the period of performance is February to July 2022, with the possibility to be extended one more year depending on the availability of funds.
3. Primary responsibilities:
Technical Assistance in Digital Design and Implementation:
· Work with project managers to support the analysis, design, development and implementation of CMIS, including activities such as requirement analysis and information systems design.
· Provide quality assurance to software development teams to assure quality of applications before implementation, including conducting software testing, provide guidance and technical support on software frameworks, and components including databases and software packages and ensuring the completeness of software documentation.
· Identify, analyze, and advise on the use of government technology platforms, especially for Common Government Technology Platform (MCloud), Government Electronic Service for Authentication and Access Control (MPass); Integrated Government Electronic Signature Service (MSign), Government Electronic Logging Service (MLog), Interoperability Platform (MConnect).
· Provide technical assistance in the analysis, design and implementation of enterprise architecture components, including transactional and strategic information systems.
· Support the development of information system assessments to evaluate and audit its technical effectiveness and performance. These assignments will require testing software to analyze and document data flow, usability, source code efficiency, scalability, software engineer standards, database optimization and computer networks requirements.
Implementation Support:
· Provide technical input into project work planning, resource planning, budgeting, progress and financial reporting
· Interface with project stakeholders to advise, plan, implement, review and report on projects progress.
· Support development and delivery of training on the use of the digital tools and information systems developed in the scope of the project to technical staff at central and rayon levels.
· Support technology partnerships and collaborations with ICT specialists from the Ministry of Labor and Social Protection (MOLSP), e-Governance Agency (EGA), Information Technology and Cyber Security Service (STISC) and other relevant government stakeholders
· Participate on behalf of Palladium at local and inter-institutional working groups and events, sharing information and updates.
4. Reporting requirements
The Development Lead role reports to the D4I Moldova Chief of Party. Reporting requirements include:
· Attendance at all weekly and/or management team meetings
· Regular updates with manager
· Monthly submission of activity reports
· Other reports requested by manager
5. Relationships
· The role will be required to liaise closely with Team Leaders, Senior Managers, other employees, Professional Service Providers and Donor Agencies.
6. Authority levels
· Compliance with corporate delegated authorities
· Appropriate consultation with manager regarding important decisions involving your areas of responsibility
· Formulation of sound, evidence-based recommendations relevant in your areas of responsibility to the CMIS Coordinator, D4I Moldova Chief of Party and other staff.
7. Minimum education and experience required
· Degree in informatics, computer science, management information systems, or closely-related field.
· Minimum 4 years of experience managing software development projects
· Two or more years of experience working to develop, test and deploy government or enterprise information systems in Moldova.
8. Key competencies and professional expertise required
· Knowledge of implementation of software development, diverse databases, software architecture and components required, knowledge of information systems used in the government sector in particular MCloud, MPass, MSign, MLog and MConnect
· Understanding of analytical tools and enterprise architecture components, such as data warehouses, interoperability layers, etc.
· Experience designing, developing, testing, and implementing digital technologies and tools, including, web-based management information systems and business intelligence implementations.
· Experience managing software projects using tools to facilitate the DevOps process. Knowledge of Atlassian tools a plus.
· Possess technical writing skills and ability to review work products such as: Use Cases, Detailed Functional Requirements, Detailed Design Specifications, and Software Requirement Specifications.
· Excellent written and verbal communication skills
· Willingness to travel to meetings and consultation with regional partners in Moldova
