Project Overview and Role:

The PALM scheme is the Australian Government’s new, integrated
approach to the Seasonal Worker Programme and Pacific Labour Scheme.
The Pacific Labour Facility (PLF) facilitates seasonal and
longer-term work opportunities for Pacific workers in Australia.
It connects Australian employers with Pacific workers, supports the
administration of the Pacific Labour Scheme and provides targeted support to
the Seasonal Worker Programme.

Purpose of the Position

The Labour
Mobility Training and Skills Development Officer will support and
deliver Pre- and Post- Departure Briefings for workers participating in Labour
Mobility Programs. The position includes developing and delivering life skills,
fitness training and work readiness programs to enhance employment
opportunities for PNG candidates.

Primary Duties and Responsibilities: 

It is essential you have excellent training and communication skills for engagement with large cohorts of participants. You must be
self-motivated and demonstrate a high level of
initiative.

It is expected of you to have experience in developing and implementing
delivering training programs and have strong organisational and time management skills.

This role will require you to travel to District and Provinces to
support national efforts to build a work-ready pool of potential workers to
supply labour market needs in Australia and New Zealand.

The deliverables for this position are:

  • Prepare, deliver and develop the skills of the Labour Mobility Unit (LMU) team in delivering the Post-Deployment Briefings to workers when they return from overseas.
  • Prepare and maintain up-to-date Pre- and Post- Departure (Arrival) Briefing resources and materials relevant to PNG.
  • In conjunction with the LMU identify and engage local partners that can add value to the delivery of the Pre- and Post- Departure Briefings and Work Readiness programs in the districts and provinces.
  • Work with internal and external stakeholders to coordinate attendance at all interview sessions to conduct general health testing.
  • Work with the district and provincial administrators to develop fitness and healthy eating programs as part of candidate preparation for mobilisation.
  • Complete required administrative tasks linked to this role, including working with the Pacific Labour Facility Quality Learning Team to distribute surveys and collate feedback from workers.

Required Qualifications:

Essential Criteria:

  • Tertiary qualification in education, training, sports management or similar relevant discipline or at least 3 years demonstrated experience in the development, delivery and facilitation of training programs with a strong focus on coaching/development and mentoring of others.
  • Excellent skills in the use of Microsoft Office products including Word, Excel, PowerPoint, Outlook
  • Demonstrated understanding of Gender Equality, Disability and Social Inclusion (GEDSI) processes, principles, and practices.
  • Experience in fast paced working environments, with tight deadlines.
  • Excellent English and Tok Pisin written and verbal communication skills for high level external engagement and report writing.

Desirable skills
and experience:

  • Understanding of Pacific Labour Mobility programs.
  • Understanding of and experience living and working in Australia or New Zealand.

This position is open to nationals of PNG. Salary
is competitive and based on local labour standards.
