This Opportunity:
The Natural Resource Facilities (NRF) Hub is seeking a consummate professional to join us as Manager of Business Operations. The NRF Hub is an emerging global business collaborating with all three Palladium headquarters offices, testing out innovative approaches to diversify Palladium’s business beyond foreign aid. The NRF Hub engages with private companies, especially in food, agriculture and mining, as well as impact capital, to structure and implement sustainable food systems, rural community resilience and climate adaptation, and nature-based solutions, notably carbon. As an emerging business, the NRF Hub requires a professional that can support both business development (e.g. pricing) and project operations and delivery, as well as the overall financial forecasting and reporting for the NRF Hub. The NRF Hub consists of a cluster of inter-related teams including one focused mostly on agricultural supply chains based in the U.K. and U.S., one focused on nature-based solutions based mostly in the U.K., a team in Brazil and a team focused mostly in sustainability initiatives for mining companies based mostly in the U.S. and Australia.

Reporting and Supervision:
The role reports to the Directors of the Natural Resource Facilities Hub.
Primary Duties and Responsibilities:
The Manager will support the management and financial oversight of the Natural Resource Facilities Hub. The Manager will:
Support the NRF Hub Directors in ensuring the overall management of the NRF Hub is operationally efficient
Lead the monitoring and management of the NRF Hub financial forecast
Monitor and report on overall progress against agreed targets and milestones to the NRF Hub’s Steering and Investment Committees
Oversee a project management team and provide project management oversight and support to projects
Actively monitor, review, correct, and provide feedback on all supervisee’s work products, providing additional training and support where necessary
Help ensure compliance with company policies and client rules and regulations
Support NRF Hub human resource planning and hiring for both corporate and project staff including coordinating inputs from Compliance, HR, and Talent Acquisition teams (i.e. benefits, local labor law, etc.)
Provide oversight on project start-ups, supporting in-country registration as needed
Establish project offices and office infrastructure; facilitate field office leases
The Manager will contribute to or support advance work relating to strategic growth planning and opportunity identification as well as specific proposal efforts. The Manager will:
Participate in capture planning, providing inputs on implementation requirements, providing inputs on staffing and overseeing budget preparations
Contribute to company growth by ensuring assigned projects are managed well, ensuring Palladium is seen positively by clients for consideration in future business development
Provide input to proposal development on questions like cost realism
For assigned projects, the Manager may serve as part of the Project Management Unit (PMU) that also includes a Project Director, Project Associate, and Team Leader. The PMU is responsible for the management and administration of projects. The Project Manager will:
Project Management
Support Project Directors in the management of project teams
Plan and manage project start-up and closeout
Support development and presentation of internal and external reporting (for example: quarterly project reviews, project risk assessments, annual reviews, and client deliverables)
Report monthly on the status of partner budgets/invoicing and grants
Manage planning and coordination of inputs from the company’s security team as needed
Contract and Client Relationship Management
Monitor and maintain compliance with head contracts including agreement action requests (i.e., travel, personnel changes, budget realignments, etc.)
Liaise with Contracts & Compliance team to communicate with contracting and agreement officers or other client representatives on any matters that make legal or financial commitments for Palladium
Develop, manage and support contract amendments as required
Financial Management
Collaborate with Financial Management team to establish project charge codes, ensuring they meet client and project requirements for cost allocation, monitoring and evaluation, and reporting
Ensure the project and financial calendar is adhered to including monitoring, reconciling, and reporting expense advances monthly
Lead monitoring budget progress against forecast as one metric to track project progress against its work plan; proactively seeks to solve shortages or overages against the frozen forecast as needed
Serve as a coordinator for service providers and approve (or obtain approval for) work orders and invoices; ensure the accuracy of client invoices (including monthly, milestone and performance-based invoices)
Human Resource Management and Recruitment
Oversee the associate, in maintaining project data on relevant HR systems for short-term and long-term staff and consultants
Engage in employee onboarding and training, educating new staff on policies, procedures, tools, and Palladium’s culture
Monitor and maintain compliance with head contracts including agreement action requests (i.e., travel, personnel changes, budget realignments, etc.)
Liaise with Contracts & Compliance team to communicate with contracting and agreement officers or other client representatives on any matters that make legal or financial commitments for Palladium
Develop, manage and support contract amendments as required
Key Competencies Required:
Experience with project management, especially involving commercial clients
Experience in or on developing country issues and/or contexts
Ability to manage multiple simultaneous tasks (ideally in all the areas of the job description) and/or complex projects/assignments as demonstrated by experience to date
Financial acumen and the ability to generate and analyze financial reports and forecasts using Excel and other financial reporting/forecasting systems as demonstrated by experience
Fluency in English
Sound problem-solving and decision-making skills

Professional Expertise/Competencies Preferred:
Proficiency in one or more of the following languages: Spanish or French
