Job Description
Panagora Group seeks an experienced MEL Strategic Advisor for an anticipated USAID/Bangladesh Monitoring, Evaluation, and Learning Activity.
This is a long-term position based in Dhaka, Bangladesh expected to start in late 2022. This position is open only to Bangladeshi nationals.
Duties and Responsibilities
Advises management on the strategic orientation of the MEL Activity.
Guides the construction of the strategic analysis of the monitoring services that MEL Activity provides to the Mission
Tracks and ensures the strategic vision of the monitoring products and services that MEL Activity provides to the Mission
Strengthens the analytical nature of the actions derived from the Mission’s Monitoring Plan.
Monitors and quality control of research products requested by the Mission.
Guides the construction of the strategic analysis of the Geographic Information Systems services provided by USAID’s MEL Activity
Develops a method for analyzing the context and performance indicators of the USAID Bangladesh Performance Management Plan in a systematic and periodic manner, which allows the Mission to make informed decisions based on the political, economic, and social reality of the country and the geography of the USAID Country Strategy in Bangladesh.
Leads the context analysis of the national, regional, and local levels and in relation to the performance variables of the USAID intervention in Bangladesh.
Incorporates strategic elements in the processes of methodological standardization of context indicators prioritized by USAID Bangladesh and support the development of indicator manuals and other technical documents.
Leads cross-cutting projects of greater relevance to the Mission in compliance with its Country Strategy
Other duties as assigned by the COP.
Requirements
Master’s degree with specialized training in Social Sciences, Economics, or Business Administration.
Minimum of ten years’ experience managing senior roles in strategic data analysis and research.
Minimum of five years of experience managing context indicators and strategic analysis of performance indicators.
Experience in monitoring, research, and analysis of geographic data is required.
Proficiency in Microsoft 365, Adobe Acrobat, and Google workspace is needed.
Level 4 advanced written and spoken English language is required.
Experience with USAID-funded projects is desirable.
This is cooperating country’s national position, and all salary payments will be made in Bangladeshi currency (taka).
This is a full-time position based in Dhaka, Bangladesh.
