Project Overview and Role:

Health and Education Policy Plus (HEP+) is part of a
seven-year global initiative jointly executed by the United States Agency for
International Development (USAID) and Palladium Group, subject to funds
availability.

HEP+ needs to hire a Monitoring and
Evaluation Specialist (M&E) to support the Project’s M&E Planning
Management, to implement and update the M&E plan He/she will coordinate
his/her work with the area management for the timely collection of information
regarding the achievement of USAID and HEP+ indicators and objectives.

The M&E Specialist will
report to the M&E Planning Manager HEP+.

 Primary Duties and Responsibilities: 

1. In coordination with the M&E Planning Management, collect and process the operational and strategic information produced by the Project components.
2. Follow-up assigned activities and monitor established indicators for generating quantitative and qualitative information.
3. Support internal and external source information management, including the collection and processing of quantitative and qualitative data that supports Project monitoring.
4. Support the input of information into information systems ensuring that the information meets USAID and HEP+ standards.
5. Use the information obtained to compile internal or external reports on the status and impact of the Project, including weekly, quarterly, annual reports, press releases, or others.
6. Perform all tasks assigned by the M&E Planning Management.
7. Support the translation of documents and reports from English to Spanish and from Spanish to English.
8. Be available to attend and participate in meetings when required.
9. Support the organization of meetings and the drafting of minutes.
10. Observe the administrative-financial policies and procedures of FGGO, its parent company, Palladium, and USAID.
11. Other tasks assigned by the M&E Planning Management
    
    

Required Qualifications:

• University studies/graduate in economics or a field related to planning, monitoring and evaluating social projects.
• Training and verifiable experience of at least 4 years in the preparation of project monitoring and evaluation plans.
• Experience in USAID projects will be appreciated.
• Four years of experience in the interpretation and analysis of qualitative and quantitative indicators.
• Skills to write complex reports in Spanish and English.
• Excellent organizational skills and attention to detail.
• Ability to interact with multidisciplinary teams.
• Bilingual English Spanish (reading and writing proficiency in English and Spanish)
• Excellent human relations.

The hiring will be
done through an agreement between HEP+ and the employee, with employment
benefits with a probationary period of two months. The duration of the
agreement will depend on the availability of funding for the Project. Only the most

Internacional (USAID) y Palladium Group. Tiene una duración de siete años,
sujeto a disponibilidad de fondos.

HEP+ necesita contratar un(a)
Especialista de Monitoreo y Evaluación (M&E) para apoyar a la Gerencia de
Planificación, M&E del Proyecto, en la implementación y actualización del
plan de M&E. Coordinará su trabajo con la gerencia del área para la
colección oportuna de la información relativa al logro de indicadores y
objetivos de USAID y HEP+.

El Especialista de M&E rendirá cuentas a
la Gerente de Planificación, M&E.

Actividades a su cargo:

1. En coordinación con la gerencia de planificación, M&E, recopilar y procesar la informaciónoperativay estratégica producida por los componentes del Proyecto.
2. Efectuar seguimiento a las actividades asignadas y monitorear los indicadores establecidos para la generación de información cuantitativa y cualitativa.
3. Apoyar la gestión de información de fuentes internas y externas, incluyendo la recopilación y procesamiento de datos cuantitativos y cualitativos que soporta el monitoreo del Proyecto.
4. Apoyar el ingreso de información en los sistemas de información garantizando que la información cumple con los estándares de USAID y HP+.
5. Utilizar la información obtenida para compilar reportes o informes internos o externos acerca del estado e impacto del
6. Proyecto, incluyendo informes semanales, trimestrales, anuales, notas de prensa, u otros.
7. Realizar todas aquellas tareas que sean asignadas por la Gerencia de Planificación, M&E.
8. Apoyar en la traducción de documentos y reportes de inglés a español y de español a inglés.
9. Estar disponible para atender y participar en reuniones cuando le sea requerido.
10. Apoyar en la organización de reuniones y redacción de minutas.
11. Observa las políticas y procedimientos administrativo-financieros de FGGO, su empresa matriz, Palladium, y de USAID.
12. Otras tareas asignadas por la gerencia de planificación M&E.
    

Perfil y Calificaciones:

• Estudios universitarios/graduado en economía o un campo relacionado con la planificación, monitoreo y evaluación de proyectos sociales.
• Formación y experiencia comprobable, de al menos 4 años, en preparación de planes de monitoreo y evaluación de proyectos. Se apreciará experiencia en proyectos de USAID.
• Cuatro años de experiencia en la interpretación y análisis de indicadores cualitativos y cuantitativos.
• Destrezas para redacción de informes complejos en español y en inglés.
• Excelentes habilidades organizativas y atención al detalle.
• Capacidad de interactuar con equipos multidisciplinarios
• Bilingüe inglés-español (fluidez para leer y escribir en inglés y español)
• Excelentes relaciones humanas.

La contratación se realizará a
través de un contrato de trabajo como empleado con prestaciones laborales con
