Project Overview & Position:

Palladium seeks an MEL Director for an upcoming USAID-funded multi-year health systems strengthening and service delivery project in Malawi. Reporting to the Project Director, she/he will be responsible for project monitoring, continuous learning and adaptation, and evaluation of interventions. This will include development of a project performance monitoring plan and overseeing regular project progress reports, including reporting on performance indicators. S/he will link M&E data to a process of learning and iterative adaptation both among project staff and with government and non-governmental partners.

This position will be based in Lilongwe and is contingent upon contract award to Palladium. Local nationals are strongly encouraged to apply.
Reporting and Supervision:
Reporting to Project Director
Key Responsibilities:
Provide senior level leadership, direction, and technical oversight on performance monitoring across all operational components of the project.
Develop and implement framework for project results measurement, accountability, learning and development effectiveness to measure and report project success, including articulation of Theories of Change (ToC).
Responsible for development of a project performance monitoring plan, the MEL section of the annual workplan, and producing regular project progress reports, including reporting on performance indicators.
Leads development, selection, and application of M&E processes and tools to maximize use of data for decision making.
Coordinate and manage all monitoring, evaluation, learning, and research deliverables for the project and ensure that all required reports and documentation for the project’s internal management systems and for external reporting are produced according to USAID guidelines and Palladium policies.
Collaborating with others, select project indicators and targets, and lead the implementation of baseline, mid-point, and/or endline assessments as needed.
Oversees and advises on information management processes by reviewing data collection efforts, overall data reliability, consistency, quality, and reporting.
Work with project staff, and local, national and/or international partners on designing and implementing select implementation research studies.
Using a Collaborating, Learning, and Adaptation (CLA) framework, ensure that lessons learned, and best practices are captured, synthesized, reported, and disseminated in a timely fashion to support adaptive management of the project and ensure stakeholders are routinely engaged and apprised of progress.
If requested, provide external support to government counterparts (such as MOH) to strengthen regular use of health information by MOH and subnational health sectors, leveraging routine health information systems to the extent possible, and supporting prioritization of indicators and strengthening of data for effective governance, coordination, and accountability of health services by MOH and subnational health sectors.
Leads efforts to develop and implement an effective knowledge management system to to capture and communicate program results and ensure lessons and best practices are incorporated into ongoing interventions and innovative approaches.
Supervises, trains, and mentors the project MEL team
Lead and manage staff professional development to build their capacity and strengthen competency and professional development.
Provide technical staff training in MEL where necessary (i.e., on- the- job -training, through coaching or formal short courses facilitated by managers themselves to develop skills and knowledge).
Candidate Requirements:
MPH in epidemiology or other health related field. Knowledge of maternal, newborn, child health, family planning, nutrition, and/or malaria fields, including health system strengthening, particularly desirable.
Must have at least 10 years of experience implementing health programs, particularly designing M&E plans and reporting, preferably for USAID-funded projects. Experience in applied research a plus.
At least 7 years of experience in a senior management role on a donor funded program, at least 5 years of supervisory experience.
Demonstrated experience in gathering, organizing, and analyzing large amounts of data as well as the ability to design manageable, transparent M&E systems that report progress against indicators throughout the life of the project.
Prior experience setting up, implementing, and managing project performance monitoring plans (PMPs) and systems.
Ability to communicate data to a variety of audiences and support timely use for decision-making and adaptive management approaches.
Experience with USAID rules and regulations, as well as best practices in M&E.
Strong understanding of USAID regulations and M&E reporting requirements, preferably in the health sector.
Fluent writing, reporting, and presentational skills in English.
