Project Overview and Role:
Background:

The Sustainable Economic Territorial Transformation (SETT) project in Colombia will support licit and sustainable economic opportunities and investment in a targeted geography to foster equitable and environmentally sustainable growth, development, and peace implementation. The anticipated project objectives are to 1) increase licit and sustainable economic opportunities through local business and value chain development, 2) improve local economic competitiveness through public and private investment in goods and services, and 3) increase community engagement in local development through improved CBO performance.

The intended project will prioritize the PDET municipalities included in the Colombia CDCS, and the budget is anticipated to be between $40 – 50 million over 5 years.

Purpose of Position:
Palladium seeks an Objective 2 / Public-Private Investment Lead based in Colombia to support the USAID-funded Colombia Sustainable Economic Territorial Transformation Project. The role will lead project efforts to improve local economic competitiveness through public and private investment in productive infrastructure and enhancing digital connectivity.

Duration: 5 years (2022-2027)
Location: Colombia
Primary Duties and Responsibilities:
Serve as a member of the senior leadership team of the program and support the Chief of Party and Deputy Chief of Party in oversight of project staff and activities
In line with overall project strategies and approaches, manage the development, planning, and implementation of project activities to catalyze public and private sector investment in productivity-enhancing goods and services, small-scale infrastructure, clean energy, and digital connectivity in project geographies
Develop and implement approaches to partner with local governments and private sector stakeholders to identify opportunities and barriers to public and private sector investment
Co-lead and oversee programmatic functions, i.e., development of work plans, budgets, quarterly/annual reports, and ensure effective implementation of program strategy
Maintain effective and open communication throughout the project with Chief of Party, Deputy Chief of Party, USAID, Project Director, other Objective Leads, project operations teams, and other relevant stakeholders
Represent the project at meetings and events with the national and local government officials, agricultural community, CBOs, non-profits, and other public and private stakeholders
Work with the Chief of Party and Deputy Chief of Party and other project staff to continuously refine implementation processes by integrating lessons learned and best practices
As a senior leader and technical advisor, support project leadership, operations, and management resources to ensure activities are implemented in accordance with Palladium policies and USAID regulations and procedures
In collaboration with the local staff in-country, identify program opportunities and potential local partners as needed
In collaboration with the M&E team, ensure relevant staff use, maintain, and regularly upload data to support monitoring and evaluation of activities and results
Perform other related duties and responsibilities as assigned
Required Qualifications:
Demonstrated experience in senior management positions for USAID programs of similar or greater scope and complexity
Experience working in economic and/or infrastructure-development related projects, sustainable agriculture, leveraging public and private sector investment, and digital solutions in rural communities
Prior experience in the following areas of expertise: economic and/or agricultural development, small scale infrastructure development, leveraging private and public sector investments in target communities and conflict-affected regions
Demonstrated leadership, strategic thinking and planning, management, and presentation skills
Demonstrated experience coordinating and collaborating with stakeholders
Experience in monitoring and documenting project activities and outcomes
Excellent communications, organizational, and interpersonal skills
Strong supervision skills managing teams
Written and oral proficiency in Spanish required
Written and oral proficiency in English is preferred
Experience working in fragile or conflict-affected regions preferred
Experience working in Colombia required
Experience working for large donor organizations such as USAID preferred
Knowledge of USAID policies, procedures, and reporting requirements preferred
