Palladium is currently seeking a Regional Senior Technical Advisor, Health Information Systems, Africa (Regional STA, HIS, Africa) to support the Translating Data for Implementation (Data.FI) Project. Data.FI is a five-year global project funded by the U.S. Agency for International Development (USAID) to support the HIV and COVID-19 response. Data.FI partners with programs to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance. By improving global, regional, national, and community/local in-depth analyses of HIV and COVID-19 epidemiologic and programmatic data, Data.FI expedites program achievements to improve client services and attain and sustain control of the epidemics. Data.FI supports host country governments to enhance existing health information systems (HIS), informing management responses to gaps in programming and sustaining impact by supporting local partner transition.
The Regional STA, HIS, Africa, is responsible for overseeing and providing expertise in the strategy, analysis, design, architecture, and governance of digital for PEPFAR supported projects for the HIV and COVID Response, across Africa. The Regional STA, HIS, Africa will support Data Analytics and Data Use counterparts to access and use synthesized health data to support HIV and COVID public health program priorities; and with Regional Managers and Country Directors in Africa to ensure that all Data.FI HIS activities are adequately staffed and resourced.

Reporting and Supervision:
Reports to the Technical Director, Data.FI
This position will oversee and manage other HIS experts and staff
Willingness to travel and work abroad 25-30% of the time in developing countries and elsewhere
Primary Duties and Responsibilities:
Support the Technical Director, Data.FI and Country Teams to:
Define the HIS strategy and develop scopes of work (SOW) for Data.FI supported countries in Africa
Support digital governance for Ministries of Health including developing and implementing digital architecture, strengthening institutional-capacity for HIS, and working closely with wide-ranging stakeholders in-country to improve HIS coordination and alignment
Where Data.FI is developing software, ensure adoption of conventional standards such as ICD10, HL7 FHIR, SNOMED and OpenHIE
Build HIS governance or software development teams in countries of focus
Work alongside Palladium’s Data Analytics and Use Advisors to produce data and analytical products to support policy design, implementation, and evaluation of health programs
Manage and/or supervise other HIS staff
Mentor your team of digital experts, and selected mid-level staff working in headquarters and field offices
Contribute to proposal development through contributions to strategy, partnerships and written contributions to the technical approach and capability statements
Key Competencies Required:
Considerable experience in designing, developing, and implementing health information management systems at the national and subnational level in Africa, including HMIS, LMIS, EMRs, and mobile data collection products, transactional systems, business intelligence implementations and interoperability solutions
Familiarity with industry standard approaches and standards for health information exchange and interoperability
Supervisory experience
Strong project management skills and experience using digital tools to manage projects, such as Microsoft Teams, Planner, and/or Jira
Proven ability to work collaboratively in a multidisciplinary team and to build consensus
Working knowledge of and interest in health information systems and data analysis and use
Professional verbal and written fluency in English required
