Chemonics is seeking a Senior Contracts Manager for the USAID Global Health Supply Chain Program- Procurement and Supply Management (GHSC-PSM) project. The Global Health Supply Chain (GHSC-PSM) project will be the primary vehicle through which USAID will: 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives.
The Senior Contracts Manager shall leverage extensive headquarters and field contract management experience in negotiating, executing, and managing multi-million-dollar contracts of various types (IDIQs, BoAs, and other one-off Contracts). The position will guide project staff on contract management and sourcing negotiations to ensure compliance with the FAR and other regulatory policies and procedures. The Senior Contracts Manager will also ensure that negotiated terms and conditions will meet established business objectives while minimizing risk to Chemonics and GHSC-PSM .We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
Provide guidance and support to procurement and sourcing staff in selecting subcontract types, including appropriate terms and conditions and negotiations (as needed) on contractual matters relating to procurements and BAFOs.
Be the focal point for GSC in various procurement and sourcing audits by liaising with different procurement and sourcing teams within GSC, GSC staff, GHSCO Audit-prep team, and Risk Management.
Review the impact of prime contract flow-down regulations and update all relevant contract management documents and templates.
Accountable for internal and external contract and subcontract reviews, compliance, processes, and audits
Supervise staff to ensure that contracts are reviewed for accuracy and compliance with the FAR, AIDAR, and established GHSC-PSM policy and guidance.
Act as reviewing and approving authority for contracts up to $250,000.
Support internal/external data requests relating to contract management.
Brief project leadership on regulatory changes and impacts to the GHSC-PSM project.
Train Procurement staff on contract management policies, procedures, templates, and Contract Management application.
Ensure that GHSC-PSM contract documents such as Negotiation memorandum, BOA, IDIQ, and one-off procurement templates are updated and comply with USAID and Chemonics’ requirements.
Ensure that federal reporting requirements such as Federal Funding Accountability and Transparency Act (FFATA) are completed timely and accurately.
Track, maintain and report the accuracy of contractual terms, ceiling, and obligation limits of LTAs.
Develop and maintain SOPs and work instructions for contract management.
Collaborate with GHSC-PSM leadership on continuous improvement of GSC systems, tools, and business processes relating to contracts management.
Provide guidance and feedback on terms and conditions to be included in GHSC-PSM issued long term agreements that minimize risk to Chemonics and GHSC-PSM.
Other duties as required.
Qualifications:
Bachelor’s degree in a job-relevant field is required.
Minimum of 8 years of procurement, supply chain, and/or technically relevant contract management work experience required
Solid understanding of USAID and other Federal Acquisition Rules and Regulations.
Experience living or working in developing countries preferred.
Willingness to work overseas for up to 4-8 weeks per year and consider long-term overseas assignments.
Demonstrated ability to communicate clearly and concisely both orally and in writing, lead presentations, training courses, and effective meetings.
Strong knowledge of MS Office applications.
Demonstrated ability to build trust and establish effective working relationships across cross-functional teams
Ability to work both independently and as part of a team.
Sound critical thinking skills and the ability to develop and implement creative and innovative solutions
Demonstrated integrity, independent thinking, judgment, and respect for others.
Foreign language fluency desired.
