Project Overview and Role:
Palladium’s Data, Informatics and Analytical Solutions Community of Practice (DIAS) is seeking a Senior Health Information Systems (HIS) Advisor to support the Data for Implementation (Data.FI) Project.

Data.FI is a five-year global project funded by the U.S. Agency for International Development (USAID) to support the HIV and COVID-19 response. Data.FI partners with programs to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance. By improving global, regional, national, and community/local in-depth analyses of HIV and COVID-19 epidemiologic and programmatic data, Data.FI expedites program achievements to improve client services and attain and sustain control of the epidemics. Data.FI supports host country governments to enhance existing health information systems (HIS), informing management responses to gaps in programming and sustaining impact by supporting local partner transition.

The Senior HIS Technical Advisor, Malawi, is responsible for overseeing and providing expertise in the strategy, analysis, design, architecture, and governance of health information systems activities, with a focus on immunization and logistics management information systems. They will be responsible for ensuring effective coordination and ICT capacity of government counterparts. The Senior HIS Advisor, Malawi, will also provide managerial support to a select group of project activities, focusing on the development and rollout of digital health products, and the creation of a regulated, enabling environment for their use.
This position is based in Lilongwe, Malawi. The initial position term is 12 months, with an extension dependent on continued project funding.
Primary Duties and Responsibilities:
The primary responsibilities of the Senior HIS Advisor, Malawi, are:

Provide technical input and ensure quality in the design, planning and delivery of projects related to improving HIS in support of the COVID-19 response, with a focus on immunization and logistics management information systems.

Facilitate coordination across multiple government counterparts, implementing agencies, donor partners, and other relevant stakeholders to support HIS strengthening activities.

Assess available immunization HIS and related infrastructure/tools against COVID-19 response needs for data exchange, storage, decision making and reporting.

Document gaps, design improvements and advise government counterparts on enhancements needed to meet COVID-19 vaccination data management goals.

Develop or enhance implementation plans for COVID-19 vaccine administration data collection, management, data visualization for decision making and reporting that respond to identified needs. Assist in their implementation as requested and feasible.

Provide technical assistance to enhance the governance and coordination capacity of the Digital Health Division at the Ministry of Health

Support the development of terms of reference, data sharing agreements and standard operating procedures to ensure good data governance

Provide expertise in the strengthening and implementation of Malawi’s country-level enterprise architecture.

Design strategies, recommend methods and procedures to strengthen governance frameworks that facilitate the adoption of enterprise architecture, improve coordination between intended users and developers and strengthen the prospects for sustainability of the information system post-COVID.

Represent Palladium to governments, donors, and other stakeholders, providing thought leadership at meetings, ministry-level events, technical working groups and communities of practice
Required Qualifications:
Master’s degree in computer science, information science, public health, health informatics, public policy, or international development.

Professional experience in advising on and implementing health information management systems at the national and subnational level in Malawi, using web based and mobile data collection products.

Solid experience implementing effective governance activities, including methodologies for leadership engagement, growth and development, partner coordination and consensus building, change management, and succession planning.

Relevant experience working with government counterparts at the central and sub-national level in Malawi and excellent diplomatic and stakeholder management skills are required.

Ability to develop workflows, sequence diagrams and other technical documentation.

Experience with COVID-19 information systems, supply chain information systems, and surveillance systems in Malawi preferred.

Professional Expertise/Competencies Preferred:

Experience designing strategy, leading implementation, and facilitating change management for digital transformation with multidisciplinary groups.

Familiarity with industry standard approaches and standards for health information exchange and interoperability such as ICD-10, LOINC and FHIR.

Experience applying the Principles for Digital Development.

Ability to guide and support the client, project teams and technical teams in designing and implementing solutions that meet specified requirements; knowledge of user-centered design methodologies a bonus.

Experience designing, testing, and implementing information systems and data tools, including mobile applications, transactional systems, and interoperability solutions.

Broad understanding of digital health infrastructure (e.g., data center, networks, hardware) and application services.

Demonstrated proficiency and experience deploying Global Goods for COVID-19 use-cases, such as CommCare, DHIS2 Tracker, SORMAS, OpenMRS, etc.

Strong project management skills and experience using digital tools to manage projects such as Microsoft Teams, GitHub and Jira.

Excellent written and verbal communication skills in English.

Highly effective influencing and enabling skills, able to communicate clearly and effectively.

Detail-oriented and deadline-driven with strong organizational skills. Highly self-motivated and able to work independently as well as in team settings.

You also possess exceptional facilitation skills, proven expertise improving business processes, a strong sense of initiative and an insatiable academic curiosity, strong familiarity with PEPFAR programs, demonstrated capacity building and mentoring expertise, familiarity with health systems and Global Goods, and a passion for using technology to improve health outcomes.

Reports to the Senior Technical Advisor, HIS at Head Quarters.

Supervises technical teams in-country as needed.
