Job Title: Senior Monitoring, Evaluation and Learning (MEL) Specialist

Overview:
IBTCI is recruiting for a Senior Monitoring, Evaluation and Learning (MEL) Specialist for the Monitoring and Evaluation Support for Adaptation (MESA) Activity. The specialist will report to the Deputy Chief of Party (DCOP). This position is contingent upon award and approval.
Responsibilities
Essential Duties/Tasks and Responsibilities:
Participate /take the lead in the design and/or implementation of performance and context monitoring activities.
Contribute to the design, the implementation and/or the supervision of consultants involved in assessments, studies, performance and/or impact evaluations.
Participate/take the lead in synthesizing findings from evaluations, assessments, and other sources.
Participate/take the lead in the preparation of geo-spatial maps to reflect areas of implementation of USAID funded activities or reflecting the context in which the latter are implemented.
Liaise with research and training institutions specialized in research, monitoring and/or evaluation operating in Mexico.
Assist in the design, planning, and implementation of training tasks, and efforts to ensure evaluation findings and recommendations are transparent and distributed to relevant stakeholders.
Monitor the integration of best practices and lessons learned in ongoing USAID/Mexico activities.
Other duties as assigned.
Qualifications
Minimum Requirements:
Experience in strategic planning, project and research design, data analysis and dissemination of findings for multiple stakeholders.
Previous experience working in Mexico under USAID or other international donor programs.
Fluency in English and Spanish required.
Strong oral and written communication skills, excellent interpersonal, analytical, and training skills.
Education: Master’ degree in Social Sciences, International Affairs, International Development, Policy Analysis, Economics, Public Administration.
Preferred Knowledge, Skills and Abilities:
Strong background in evaluation and analysis of development programs, preferably initiatives funded by USAID.
At least 5 years of experience in knowledge management, organizational learning and/or monitoring and evaluation, preferably in an international development context.
Ability to prioritize tasks in a fast-paced and changing environment.
Working Environment: Work is typically performed in an office environment.

Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: Travel throughout Mexico is required.
Work Authorization: Candidate must be authorized to work in Mexico.
