Our Data, Informatics, and Analytical Solutions (DIAS) group is made of three portfolios that strengthen and harness digital and data ecosystems to accelerate development investments and outcomes: 1- Information Systems, 2- Monitoring, Evaluation, Learning and Analytics and 3- Digital Solutions and Transformation.
Palladium is seeking a Senior Technical Project Manager to support the Translating Data for Implementation (Data.FI) Project. Data.FI is a five-year global project funded by the U.S. Agency for International Development (USAID) to support the HIV and COVID-19 response. Data.FI partners with programs to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance. By improving global, regional, national, and community/local in-depth analyses of HIV and COVID-19 epidemiologic and programmatic data, Data.FI expedites program achievements to improve client services and attain and sustain control of the epidemics. Data.FI supports host country governments to enhance existing health information systems (HIS), informing management responses to gaps in programming and sustaining impact by supporting local partner transition.
The Senior Technical Project Manager is responsible for coordinating the core Data.FI technical leadership team in Washington DC, ensuring interconnected work planning, the organization and coordination of cross-disciplinary working groups, and closer integration between the technical team and the project management unit (PMU).

Reporting and Supervision:
This position reports to the Technical Director, Data.FI
This position supervises the Technical Advisor, Project Management
Primary Duties and Responsibilities:
Support the Technical Director, Data.FI and Data.FI’s technical leadership team to:
Closely coordinate technical teams and the Data.FI PMU to ensure that activities are properly budgeted and implementation progress and deliverables are tracked internally and shared appropriately with the client
Develop and/or improve systems and tools for planning, managing, implementing, and tracking workplan activities
Implement tools and processes to improve inputs for team organization, structure, including tools to easily visualize the links between budget availability and staffing needs
Facilitate the regular meeting and engagement of the leadership technical team, track action items and accountability
Support activity accountability in reporting, liaising closely with the project MEL and Communications team
Manage technical documentation for technical management, such as Gantt charts, staff levelling trackers, etc.
Improve the coordination of the core technical team and field managers and country directors; implement tools and approaches for better dissemination of best practices across teams, and for the escalation of risks from teams to leadership
Develop standard operating procedure documentation and train project staff on new project policies and procedures
Create systems to track documentation of and monitor project compliance to all corporate and project policies including responsible data guidance, sustainable business plans etc.
Provide guidance and mentoring for project staff in coordinating and managing the implementation of project activities
Supervise the Technical Advisor for project management of software development teams
Key Competencies Required:
Project management professional (PMP), or other project management certification
Considerable experience managing every stage of USG/USAID projects including: project design, start-up, execution, monitoring and close-out; and project finance, operations and administration
Experience developing, documenting, and improving standard operating procedures and project systems
Advanced attention to detail
Ability to collaborate well in a team-oriented environment, but lead change initiatives and take forward ideas independently
Exceptional written and verbal English communication skills
Professional Expertise/Competencies Preferred:
Experience working in development in any one of Data.FI’s core areas of focus (digital health, governance, data analysis or data use)
Fluency in Spanish or French is desired
Demonstrable proficiency using project management tools preferred
