IBTCI is providing USAID’s Bureau for Latin America and the Caribbean (LAC) with long- and short-term technical, operational, and administrative institutional support through August 2025 to support Agency priorities and needs in LAC. Through this contract, IBTCI’s highly qualified, diverse staff and consultants are embedded with USAID/LAC teams in their Washington, DC offices and with missions virtually and in person.
Assignment Title: Climate Change Strategy Technical Advisor – USAID Jamaica Period of Performance: ASAP- October 2022 Level of Effort: 100 days (Full-time) Location: Virtual from the USA with three TDYs (1 for 2 weeks, 2 for 1 week) Citizenship Requirements: Must be a US citizen Security Clearance: Facility Access – applied for on engagement
Overview: USAID/Jamaica Climate Change Strategy: Based on three funding scenarios (X/year; Y/year; Z/year), the consultant will part of a team updating and aligning the strategic framework for achieving climate-focused development objectives that align with Jamaica’s Nationally Determined Contributions (NDC).
Responsibilities
Description of Services/Requirements
Propose climate change development objectives related to adaptation.
Demonstrate linkages to USAID’s energy resilience work.
Be aligned with Jamaica’s NDC, USAID’s Draft Strategy on Climate Change, cognizant of other donor projects, and lessons learned from past USAID/Jamaica programming.
Provide a prioritized list of investments/activities based on the different funding scenarios.
Provide proposed partnerships for the investments.
Provide recommendations for USAID staffing needs to implement the proposed scenarios–using USAID assistance and acquisition guidelines for determining the number and dollar value of mechanisms per AOR/COR.
Support drafting of Position Descriptions for the recommended positions.
Consult with key environment and climate change sector actors and stakeholders in Jamaica including but not limited to GoJ officials, mission staff, and other USG programs, to identify opportunities that are in line with the GOJ vision 2030 and other priorities for the environment/climate change sector.
Support development of scopes of work/program descriptions and other relevant pre-obligation documents (as applicable) for each prioritized investment/activity–including estimated costs and other resource requirements.
Support identification of possible existing (USAID) mechanisms for implementation or potential collaboration with other existing donor mechanisms.
Help coordinate the potential mapping of solar rooftop capacity.
At the direction of the Mission’s COP 26 Taskforce leads, provide support to the COP 26 Taskforce Working Group:
Supporting efforts to map and align donor contributions to Jamaica’s NDC.
Identifying means to streamline processes for the GOJ to access to donor funding for climate change initiatives–including potential areas of donor process harmonization to reduce redundancies.
Support reporting and taskforce coordination.
Support Mission to engage with Washington on environment and energy related policy, including climate change strategy, to ensure representation of mission needs and priorities.
As needed, serve as activity manager support for existing USAID/Jamaica activities.
Perform other disaster risk reduction related tasks as required by the mission.
Deliverables

Qualifications
Minimum Qualifications:
Master’s degree in environmental sciences, environmental studies, climate change, environmental engineering or related field.
Seven years’ experience with climate change adaptation techniques and system level interventions and at least two-years’ experience of related disaster risk reduction work.
Seven years’ experience designing / planning strategies and activities compliant with USAID requirements.
Knowledge of Reg 216 requirements and current guidelines for implementation.
Must have experience supporting the development of USAID Country Development Cooperation Strategies (CDCS).
Supervisory Responsibilities: This position does not have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile or conflict prone zones.
