Position Description
EnCompass LLC is seeking a Deputy Director for a project within United States Agency for International Development’s (USAID) Bureau for Development, Democracy and Innovation (DDI). The Deputy Director will support the achievement of the overall goals and strategies of the project and will act as a critical part of the team’s management and leadership, including serving as alternate Project Director.
Position Duties and Responsibilities
Essential functions include:
Serve as alternate Project Director, supporting overall project strategy, planning and intake of buy-ins and requests
Work closely with the Project Director and other project leaders to develop and maintain a vibrant team learning culture
Facilitate and coordinate technical and functional integration that delivers on the project’s purpose, goals, and programming commitments
Serve in a lead role to project, guide, and approve annual priorities and work plans
Serve as thought partner with client leaders to develop and operationalize project plans and management tools
Ensure project services and activities are engaging, of high quality, and scaled to meet demand
Manage and supervise project staff, providing guidance to ensure performance meets and exceeds USAID’s expectations
Identify appropriate short-term expertise by matching experience and skills with scopes of work, ensuring that STTA engagements meet objectives and work quality exceeds expectations
Contribute expertise and innovative approaches, plus right-sizing best practices in achieving planned results
Ensure comprehensive and timely reporting against project activities and accomplishments
Ensure meaningful integration of Diversity, Equity, and Inclusion (DEI) as well as gender equality and social inclusion lenses
Build and maintain strong collaboration and thought partnerships with USAID partners, as appropriate
Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass
Other duties as assigned
Position Requirements
Qualifications
Master’s, MBA, or CPA degree with a minimum of 12 years of experience at senior management levels in the public or private sector; or a JD-level degree with 10 years of experience. Requires strong experience in reinvention/change management/quality management initiatives in the public sector.
Experience and Skills
Experience providing excellent management, administrative, and logistical support to project teams
Expertise in leading-edge thinking, methodologies and approaches in organizational capacity building programs
Strong experience in the critical approaches in learning, including adult learning, learning styles, experiential learning, participatory methods, instructional design, whole systems design, e-learning and related topics
Ability to bring a Diversity, Equity, Inclusion, and Accessibility lens to all designs and deliveries
Ability to bring a gender equality and social inclusion lens to all designs and deliveries
Experience in field of international development and working in cross-cultural environment
Ability to organize, manage, prioritize, and follow through on multiple tasks in a fast-paced, deadline-oriented environment
Exceptional written and verbal communication skills
Adept at identifying and framing problems and making critical assessments
Proven ability to bring about change and manage processes
Proven ability to understand the needs of an organization and identify creative solutions
Strong planning, critical thinking and strategic planning skills
Proven record in management complex projects
Proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint, and Google Suite
Ability to engage with staff at all levels to define needs and expectations, collaborate on projects, and communicate results
Ability to use appreciative inquiry processes within a work environment
Ability to be flexible and adaptable, and work in a fast-paced environment as a team player
Demonstrated experience managing and supervising staff, consultants, and teams
Experience with USAID is preferred, experience with U.S. Government-funded projects is required
Ability to work in an appreciative, strengths-based environment and coach others on appreciate approaches
