This Opportunity:
Palladium is seeking a Director of Monitoring, Evaluation, and Learning (Director of MEL) for an anticipated 5-year USAID-funded funded Reaching every at-risk community and household with malaria services (REACH Malaria). REACH Malaria will provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), seasonal malaria chemoprevention (SMC), health systems strengthening, data collection and use for service delivery, and other malaria prevention interventions.

The Director of MEL will will provide technical leadership to capture and communicate program results, as well as ensure high-quality, timely, valid, and verifiable data collection, reporting and analysis. S/he will link M&E data to a process of learning and iterative adaptation. S/he will have experience designing and implementing monitoring and evaluation frameworks for malaria programs, health systems strengthening and policy, finance, and governance programming at a global scale. The MEL Director will have extensive experience overseeing the coordination of MEL across country offices and a record of successfully coordinating with communications and other technical experts. S/he will also bring expertise in designing and implementing Collaborating, Learning, and Adapting (CLA) practices to facilitate regular review of evidence to inform programs at the country level and project adaptation.

This position will be based in Washington, DC and is contingent upon funding availability and USAID approval. This is a full-time position.

Primary Duties and Responsibilities:
Develop and manage the project’s MEL plan(s), indicator reference sheets, results reporting, data use systems and activities, and the project evaluation strategy.
Provide technical leadership and oversight to capture and communicate program results, as well as ensure high-quality, timely, valid, and verifiable data collection, reporting and analysis.
Oversee the project’s monitoring and evaluation system for reporting progress and maintain reporting procedures and guidelines in compliance with USAID systems.
Develop and implement a framework for project results measurement, accountability, learning and development effectiveness to measure and report project success, including articulation of Theories of Change (ToC).
Using a CLA framework, ensure that lessons learned and best practices are captured, synthesized, reported, and disseminated. Identify data trends and communicate this information to allow for changes in program implementation and innovation in approaches.
Develop, write, and edit basic material for reports, manuals, briefs, proposals, instruction books, catalogues, and related technical and scientific publications in print or electronic media.
Produce learning products and thought leadership pieces relevant to the project intervention, present in local conferences or on webinars regarding project’s MEL successes
Organizes material and completes writing assignment according to set standards regarding order, clarity, conciseness, style, and terminology.
Review and update the project’s MEL plan on an on-going basis.
Support prioritization and regular use of health information by project partners at national and subnational levels, leverage routine information systems to the extent possible, and support prioritization of indicators and strengthening of data for effective governance, coordination, and accountability of health services.
Coordinate and manage all monitoring, evaluation, and research and deliverables for the project and ensure that all required reports and documentation for the project’s internal management systems and for external reporting are produced according to USAID guidelines.
Lead the development, selection, and application of M&E processes and tools.
Lead and build the capacity of M&E officers, including remote and field-based staff, to meet program needs and deliverables. Provide technical training where necessary (i.e. On- the- job -training, through coaching or formal short courses facilitated by managers themselves to develop to skills and knowledge).
Provide strategic guidance on MEL activities and oversees MEL activities across the project, including indicator selection, baseline assessments, and setting targets.
Guide team efforts to use data and research to inform evidence-based program design and adaptive management.
Key Competencies Required:
At least a Master’s degree (or equivalent experience) in a relevant discipline such as M&E, Statistics, public health, international development, or related field, and at least 10 years of demonstrated experience in monitoring and evaluation of large-scale development programs.
Previous experience managing a rigorous M&E system, including a strong focus on gender, is necessary.
Prior experience developing, implementing, and managing performance monitoring plans (PMPs).
Considerable knowledge of principles, techniques and methodologies used in the monitoring and evaluation of programs and projects including quantitative, qualitative and participatory approaches and socio-economic research.
Demonstrated experience in gathering, organizing, and analyzing large amounts of data as well as the ability to design manageable, transparent M&E systems that report progress against indicators throughout the project life.
Knowledge of data collection protocols to ensure accurate data collection and verification is essential, as well as an ability to identify data trends and communicate this information to allow for changes in program implementation.
Superior verbal and written communication skills to manage project communications and disseminate project information.
Excellent organizational and management skills to manage MEL teams and activities.
Past experience in leading and building the capacity of M&E officers, including remote and field-based staff, in qualitative and quantitative monitoring and evaluation techniques through comprehensive staff training, mentoring, and/or coaching.
Strong understanding of USAID regulations and M&E reporting requirements, preferably in the health sector, as well as best practices in M&E.
Oversee the development and maintenance of a comprehensive project database; ensure accurate and timely storage of electronic files.
Proficiency in data analysis software, Excel, Word, and other MS Office software
Fluency in English and French is required.
