This Opportunity:
Palladium is seeking a Chief of Party (COP) / (Executive Director) for the USAID/Regional Development Mission in Asia (RDMA)-funded Regional Inclusive Digital Economy Activity (RIDEA) in Southeast Asia. RIDEA seeks to develop a regional platform to support the development of a thriving and inclusive digital economy. USAID envisions the project having five strategic objectives:
Improving digital policy environment at regional level;
Augmenting the quality and quantity of shared and interoperable digital infrastructure;
Improving the safety, availability, and suitability of e-commerce services for consumers and MSMEs;
Strengthening ecosystems that foster inclusive innovation; and
Strengthening marginalized citizens’ and MSMEs’ capacity to participate in the digital economy.
Primary Duties and Responsibilities:
The Executive Director will provide overall leadership and management of the project, including meeting the project’s technical objectives; the ability to design and forge public-private shared value alliances will be critical to scaling RIDEA’s impact. The Executive Director will also be responsible for managing financial resources, program staff, and subcontractor/grantee relationships, overseeing reporting and external communications and outreach, and forging effective working relationships with Southeast Asian government officials and local partners. The Executive Director will represent Palladium and the project to USAID and to donors, governments in Southeast Asia, community and non-governmental organizations, and the private sector. The region is complex and multifaceted; s/he must be able to identify issues and risks related to RIDEA and adapt to shifting contexts. The position will be resident in Southeast Asia; the specific city is TBD.
An ideal candidate will have substantial experience in developing countries, preferably in Southeast Asia; demonstrated communications and alliance and partnership-building skills; strong financial management and team leadership experience; and substantial expertise in inclusive digital economy / e-commerce / innovation ecosystems.
USAID requirements for this position have not yet been made available. However, they are expected to include:
10 or more years of progressively more responsible professional experience in a senior-level role (in a company / institution or leading a development project) with a technology or digital development focus
Work experience in Southeast Asia; familiarity with ASEAN, with digital economy issues, and/or with inclusion issues in the region
Significant experience in forming public-private partnerships in technology
Extensive experience in digital policy, including for example in such areas as cybersecurity, e-commerce, open data governance, digital literacy and capacity-building, telecommunications infrastructure development, FinTech and innovative financing for digital businesses, digital business enabling environment, market analytics
Master’s degree (or higher) in ICT/IT-related fields, computer engineering, international development, public policy, management, economics, business, finance, or a related field—or an additional five years of work experience in lieu of the Master’s degree
Demonstrated problem-solving, analytic, financial, and evaluative skills
Demonstrated experience leading a diverse and inclusive team of 10+ individuals; strong interpersonal skills
Demonstrated experience coordinating and collaborating with government agencies, private sector counterparts, and international donor agencies
Fluency in English (written and spoken); demonstrated record of excellence in external communications and outreach, including public speaking
Differentiating Factors
Demonstrated knowledge and experience with USAID or other donor planning and reporting systems, operations, programming, and structure
Experience starting a digital business or working at a digital start-up
Experience working in a telecommunications regulator
Experience working on a multi-country initiative, activity, or project
